On Monday morning, Prime Minister Erna Solberg and Health Minister Bent Høie stood on the podium of their 200th press conference since the pandemic broke out last March. The theme was the continuation of the road in re-opening the country.

"The infection rate is fairly low, and 65 percent of those 18 and over have received at least one dose of the vaccine," Prime Minister Erna Solberg said.

- We decide to wait with further opening to see how the mutated variant affects the situation - says Prime Minister Erna Solberg.

The further re-opening of step 4 is therefore postponed for a few more weeks.

- From June 18, the government introduced a large relief in the third stage. Now we travel more and meet more. We must follow the consequences before opening up further. The prevalence of the delta variant in other countries is worrying, says Health and Health Minister Bent Høie.

The transition to the fourth stage may not take place at the earliest at the end of July or the beginning of August, said the Prime Minister.

"The risk of reopening too quickly is that the delta variant could trigger wave number four in the unvaccinated part of the population, in groups that received only one dose, and in vulnerable groups with weaker immune systems," he says.

Nevertheless, the government will introduce some facilitations in the current third stage of the re-opening plan from and including Thursday 8 July:

More EEA nationals are now allowed to enter Norway. The government aims to allow even more groups to travel to Norway from the end of July.

Despite the postponement of reopening, there is some relief in the third step:

From midnight on July 8, the number of public events using coronavirus certification and testing will increase.

The number of people who can participate in outdoor events with a certificate and test increases with 5 to 000if they all sit down in fixed, designated places and are divided into groups.

The serving requirements are maintained, but the serving ban no longer applies to such events.

Protected persons do not need to distance themselves from those of the same group. Except for people who are unprotected and at risk.

- When we use a coronavirus certificate, the risk of an epidemic is lower. These changes will make it easier to run festivals and events this summer in a safe manner, says Solberg.

Norway-Reopening. Vaccine offer for adolescents

The prime minister stresses, however, that the situation is normalizing.

- We can soon cure the coronavirus as a common respiratory infection. But we still need to be vigilant for some time, stresses the prime minister.

Health Minister Bent Høie also announced at a press conference that the government plans to offer vaccines to 16 and 17-year-olds from autumn.

Waiting for the final decision

The final decision will be made in September, and vaccination of this group will not begin until October at the earliest.

Norwegian Institute of Health The public recommends that people aged 16 and 17 receive the vaccine.

– We want to know as much as possible about side effects before we vaccinate Norway, persons under 18 years of age. The government will therefore wait with a final decision on vaccination of 16- and 17-year-olds until the National Institute of Public Health makes a new assessment in September, says Health Minister Bent Høie (H).

. Easier entry into Norway

The government aims to allow even more groups to travel to Norway from the end of July. This applies, inter alia, to EEA nationals who travel on business and their family members.

All business travelers who are subject to EEA regulations as well as business travelers from EEA green countries can travel to Norway.

In addition, there will be family relief.

Until now, there was a requirement that relatives should be under 21 so that adult children could not visit their parents. In addition, spouses and children of working EEA nationals now have access to the country.

The exact date of these allowances has not yet been determined.
