Norway - These changes will take effect from the New Year

Increased wealth tax, tightening tax-free quotas, lower ferry prices and more expensive tobacco. Here are some of the changes that will go live on January 1.

A number of legislative changes, tax measures and levies, and new regimes will come into effect with the transition to the new year. Here is an overview:

Taxes, property, union dues, travel expenses

* The government is introducing several changes in the system tax. Tax on the highest incomes is increased, and from the lowest it is decreased.

* According to the government, 82 percent taxpayers next year will receive a lower or unchanged tax. Those who earn less than 750 kronor a year will be left with more.

* The wealth tax has been increased from 0,85 percent to 0,95 percent. For assets over NOK 20 million (NOK 40 million for spouses), a higher rate of 1,1% is applied. At the same time, the lower deduction will be increased from NOK 1,5 million in 2021 to NOK 1,7 million.

* The deduction of union dues has been increased from NOK 3850 to NOK 5800.

* The maximum deduction for gifts for voluntary organizations has been reduced from 50 to 000 kronor. The change will take effect immediately, with effect from the 25 income year.

* The valuation of shares and fixed assets will be increased from 55%. up to 75 percent The valuation will also increase for expensive residences, for part of the property value will be 50 percent for an apartment that exceeds NOK 10 million.

* Secondary home valuation increases from 90% to 95%, while holiday home property values ​​are revised upwards by 25%.

* Change in deduction of travel expenses: From the 2022 income year, the current two travel allowance rates will be replaced by one common kilometer rate of NOK 1,65 / km.

These fees will increase

* Electricity tax is reduced by 8 øre per kWh in the winter months and 1,5 øre in April-December.

* Tobacco Tax is increased 5 percent more than the normal price adjustment. For 20 packs of cigarettes, this means a tax increase from NOK 55,4 to NOK 59. For snus, the fee increases from NOK 85 per 100 grams to NOK 90 per 100 grams.

* The CO2 tax is increased. At the same time, the motor insurance tax and road tax are reduced to compensate for the increase in gasoline prices.

* Tax free amount for travelers is changing. After the New Year, it is no longer possible to replace the tobacco quota with 1,5 liters of wine or beer.

Ferries, home sale

* From New Year on, ferry prices will be reduced by a further five percentage points compared to January 1, 2021. As early as July 1, 2021, they were reduced by 25 percent. Additionally, it will be possible to travel more freely by ferry to small islands.

* From January 2022, we offer NIPT blood tests and early ultrasound to all pregnant women over 35 years of age.

* New rules for buying and selling a home. Sellers cannot sell a home "as is" and must take greater responsibility for providing accurate information and documentation for the home. Buyers' expectations of getting acquainted with the information are also greater. In addition, new minimum requirements for condition reports are introduced in the housing trade.

Childcare, judiciary

* Childcare reform takes effect on January 1. Municipalities will have increased professional and financial responsibility for the welfare of children. The overall aim of the reform is to ensure that more children receive the right help at the right time and that the provision of services is more geared to local needs.

* Changes in the rules of religious and philosophical communities. After the New Year, they can be denied financial support if they receive grants from countries that do not respect freedom of religion or belief.

* More people can receive free legal aid. Changing the rules on free legal aid means that income limits for single people are increased from NOK 246 to NOK 000, and for couples from NOK 320 to NOK 000.

, citizenship, inheritance

* The requirement for residence time has been raised when applying for citizenship, so that applicants must in principle have had a total of eight years of residence in the last eleven years, with a residence permit of at least one year.

* From January 1, 2022, the inheritance has a three-year period for the transfer of agricultural property to a new owner.
