A huge investment in offshore wind energy

The government today presents a large-scale investment in offshore wind energy. The ambition is to produce almost as much new offshore wind energy as we collectively produce in Norway today. The investment will contribute to supplying electricity to people and companies throughout the country.

– From our first day in government, we have been working on development Norway as a country offshore wind energy. Thanks to favorable sea areas, employees with world-leading technological knowledge and good cooperation between the state and business, we all have the conditions to achieve success, says Prime Minister Jonas Gahr Støre.

Four months after the government took power, framework work began on the allocation of the first large areas for offshore wind energy - Utsira North and Southern North Sea II. In parallel, work began on mapping possible new areas along the coast that could be prepared for the sea winds.

- Today we are starting a large-scale investment in offshore wind energy. Our ambition is to allocate land for 2040 MW of offshore wind production in Norway by 30.

This is the sum that corresponds to almost the amount of energy we produce today. With this ambition, we are moving from two currently operating offshore wind turbines to around 1500 offshore wind turbines. Construction will take place in the next 20 years, says Gahr Støre.

This initiative is a milestone in Norwegian industrial and energy history

- This is an ecological industrial impulse in Norway that could provide abundant amounts of renewable energy in the future. The goal of development is to provide people and companies with plenty of reasonable power. If we are to achieve this, we must invest now. And we have to invest on a large scale, says the Prime Minister.

The government will facilitate the development of large-scale offshore wind energy. This will allow the use of various network solutions. For each connection, cables with bidirectional power flow, radii to Europe and radii to Norway will be considered. The Norwegian Water Resources and Energy Directorate (NVE) and the Ministry of Petroleum and Energy (MPE) will investigate the implications of the alternatives.

The design must take into account security of supply and reasonable electricity prices

When selecting an offshore grid solution that involves connection to the Norwegian electricity system, the technical design of the power plant must take into account national interests. It must also take into account security of supply and reasonable electricity prices for households, industry and business.

- The goal is to provide people and companies with a large amount of affordable power that can create jobs all over the country. We are committed to providing network solutions that will provide more energy for Norway. They will also provide good grid solutions for offshore wind energy investments. This investment is also a response to the electrification of the Norwegian continental shelf. We will also investigate how a future rent tax on offshore wind energy can be set to ensure that the public has a greater share of the industry's profits, says Finance Minister Trygve Slagsvold Vedum.

Safe and efficient source of energy

The government intends to conduct another licensing round for offshore wind energy in new areas in 2025.

- We have to be quick, but also wise. Our ambition corresponds to the capacity volume of the entire Norwegian power system. That's why we have to do it step by step to learn along the way. We want to preserve what is Norway's most important energy asset: a safe and efficient energy source that is gently developed in cooperation with fisheries and other important interests, says Petroleum and Energy Minister Terje Aasland.

The Norwegian grid will not be able to handle as much energy as 30 MW from offshore wind production. Therefore, a precondition is that a significant proportion of the energy produced should go to other countries Increased offshore wind energy production can also help meet the energy needs of the oil industry. The government will therefore consider how the oil industry can best contribute so that investment in offshore wind energy also facilitates shelf electrification.

Thanks to this investment, we achieve three goals at the same time

Offshore wind energy is a central part of the government's ecological impulse. This project will ensure that Norway remains an industrial energy powerhouse for renewable energy in the future as well. With this investment, we achieve three goals simultaneously: more than enough clean and affordable energy for existing and new industries nationwide, great export opportunities for Norwegian technology, and an important contribution to ecological change in Europe.
