Norwegian ID card for almost everyone

A national ID card must be issued to anyone with a birth number or a D-number in Norway. It will prevent crime at work and contribute to the inclusion of vulnerable groups in society.

The national ID card became available to Norwegian nationals in 2020. In a recent consultation proposal, it was opened to allow more foreigners to obtain a Norwegian ID card. We're happy for it, but the fact that almost anyone can get it is not good enough.
In the consultation proposal, several people related to Norway are excluded from obtaining an ID card. They include EU citizens on short-term jobs and asylum seekers awaiting a reply to their application. This is despite the fact that both groups are individuals who have been identified in Norway through their birth number or D-number in the National Registry.
The reason they are excluded is the residence permit requirements for obtaining a national ID card. We believe that this is not appropriate when the purpose of the ID card is not related to the rights or residence status. The identity card should document who you are in Norway. It can be an important tool in the fight against abuse of identity cards and tax crime.

What is an identity card and why do we need it?

The Norwegian Tax Office assigns a birth number or a D number to all persons who live in or have an association with Norway. The identification number you have in the National Register is unique to you. Authorities and companies use this to identify the user. Thanks to this, we know that it is you and not another person with the same name, address or date of birth.
However, the ID number alone is not enough to prove who you are. Proof of ID is required to prove that the identification number is being used by the person for whom it is registered. For example, if you are going to pick up your prescription drugs at a pharmacy, the pharmacist needs to see an ID that shows a link to an identification number.

If you want to check your tax return on skatteetaten.no, please use your electronic ID (eID). An electronic identifier, such as BankID, confirms that the person in front of the monitor is associated with an identification number in the National Register. To make sure that the BankID is issued to the correct person, it would be helpful to provide proof of identity which shows that the person is linked to the Norwegian identification number presented.

Crime prevention in the workplace

National identification cards are an opportunity to prevent criminals from abusing other people's identities. However, to completely close this possibility, we must give an ID card to everyone who is registered in Norway. Everyone has the right to protect their identity against abuse. A typical example of who is assigned a D number are people who are here for a short-term job. After termination of employment and departure, the D-number is not removed from the National Register. Unfortunately, we see that such remaining identification numbers are subject to abuse. They are used by people other than those to whom they were granted, with the intention of making a profit at the expense of a fair labor market.
For example, we see some employers reusing the EU identities of former employees by reusing previously allocated identification numbers. When someone works illegally under someone else's identity, it gives the employer an advantage with a cheaper workforce. This distorts competition in the market and creates unfair conditions in some workplaces.

One person, one identity

The exceptional strength of the ID card in the fight against fiscal crime is related to the control that is carried out in connection with the issuance of the ID card. After the national ID card is issued, a so-called one-to-many search is carried out in the justice registers. In short, it includes a face photo search, which ensures that only one person can be issued a national ID based on an identification number. It also prevents one person from using multiple identities by issuing a national ID card for multiple identification numbers.
This is important because it protects against misuse of the ID. It is more difficult to misuse an identification number that is linked to both a person and biometric data, as is the case with an ID card. Each a person who speaks Norwegian the identification number needs such protection. This is confirmed, among others, by: 2022 identity theft survey. In the survey, approximately 150 Norwegians responded that they had experienced identity theft in the last two years.

The right income for the right person

Asylum seekers may, under certain conditions, be granted a temporary work permit while their application is being examined. As a tax authority, we are therefore dependent, inter alia, on on whether the reported business sector income is related to the right person. At the same time, it is well known in the field of combating crime that asylum seekers are a vulnerable group of workers that is more likely to be abused in their working lives.
As this is already a vulnerable group and without the possibility of confirming the identification number allocated to them, there is a greater risk that asylum seekers will be used and exposed to the abuse of their identity documents. Without proof of identity, there is an increased risk of someone working under someone else's identity and working illegally in the absence of a legal alternative.
Asylum seekers are identified in Norway using the D number in the national register. They get it when registering their asylum application. From this comes also the need to confirm your own identity. One of such solutions is ID cards.

The ID card is an important document

The need for a secure identity card for foreigners is also associated with normal participation in society in Norway.
The need for proof of identity arises when you need a tax card, you need to open a bank account or check the result of a medical examination on helsenorge.no. These are situations that require contact with Norwegian authorities or companies in which proof of identity is required. ID cards are both a secure proof of identity and can provide a more secure basis for creating a high-security eID.
Every year, the National Register of Citizens gives an identification number to approximately 100 foreigners. It describes the scope of foreigners who also need a strong identity card to protect their identity in Norway. None of them can be excluded from the system by means of a national ID card.
ID card is an important measure, but the effect depends on how much is included - most is not enough in this regard.
