The conflict is between the National Association of Private Kindergartens (PBL) and the labor organizations Uddanningsforbundet, Fagforbundet and Delta. The conflict concerns in particular pension entitlements.

What are the consequences for individual kindergartens?
Kindergartens that have been affected by the strike can operate as long as possible in accordance with the law and regulations. The owner must assess what specific consequences the strike will affect a given kindergarten and whether its activities can be maintained within the rules. This will depend on the level of withdrawal in the particular kindergarten. Locally, the strikes will result in both closed kindergartens and kindergartens with limited offers.

Do parents have to pay for a nursery place during a strike?
The parental fee is set in the contract between the owner of the nursery and the parents. The Act on kindergartens does not regulate the terms of concluding contracts and the consequences in the event of their termination. The performance of the contract must comply with the general principles of contract law. Temporary closure of the nursery is a violation of the agreement between parents and the owner of the nursery, which may entitle parents to a discount.

What "entitlements" do parents/guardians have during a strike in kindergarten? dchild's sick leave, social leave? What to say at work when you have to be at home with the children because the kindergarten is closed?  

This is the responsibility of the Ministry of Labor and Social Integration. They answer: The Social Security Act does not provide any rights for parents affected by the kindergarten strike. The manner of proceeding in this matter must be individually agreed between the employee and the employer.

Do private kindergartens receive public subsidies during a strike?
It is the commune, as the managing body of the kindergarten, that is responsible for subsidies for non-public kindergartens in its commune.

The Kindergarten Act and the provisions on granting scholarships regulate the method of calculating subsidies for non-public kindergartens by the commune. However, the Funding Regulations do not contain a separate rule on what happens to the grant in the event of closure or strike.

When a nursery is affected by a strike or is temporarily closed for other reasons, the individual municipality must decide whether the nursery owner is eligible for a municipal subsidy. This must be done on the basis of the general provisions on subsidies and the specific conditions of the relevant kindergartens.

The Ministry of Education sent a letter to the KS regarding this matter.
