Turning a holiday home into a home is not that easy

add to Favorites

The municipality of Stavanger is experiencing an increased demand from holiday homeowners who want to convert their holiday home into a home. Mainly to receive electricity support. It's not as simple as many think.

“Of the approximately 1500 holiday homes in the municipality, only a few are located in areas that are regulated for housing. Even there, repurposing is not easy, says section manager Børge Kallesten at the department for building affairs and city monuments.

There are also stricter technical requirements for houses than for holiday homes. In areas regulated for housing, access to municipal services is required.

The chance of changing the purpose of a holiday home is small

Stavanger city plans they rely on national guidelines that say something about what can be built and where it can be built. These plans do not envisage converting holiday homes into homes.

Do you have a cottage on Finnøy?

In the town plan for the former municipality of Finnøy there are separate guidelines that apply to landlocked island settlement issues. Here may be an opportunity to change the use from a holiday home to a home. The condition for applying for a change in the purpose of these areas is the exemption from the purpose LNF*in the local spatial development plan. Therefore, this application process can be time-consuming.

Check the regulation plan

Na municipal On the map, you can see if your holiday home is one of the few located in an area that is regulated for housing. If so, the property is yellow. To apply for a change of use, you need to find a company that is willing to handle the application process.

How much does it cost to submit an application?

The minimum fee for a holiday home conversion is NOK 14. Also, in addition to changing tax rates and increased municipal spending, you need to be prepared for technical upgrades to meet the requirements.

Cottage located within land designated as a recreation area or area LNF*it is marked in green or orange on the map. Then there's a very small chance you'll be able to get a change of use. If you still want to apply, in addition to the fee of NOK 14, you must pay NOK 900 for each dispensation you run.

*What does LNF mean?

Distance Lnf means that the plot is located in an agricultural, natural and open area (Lnf). On the plan of the communeaka plot is marked in green. In order to be able to build a house on this plot, the plot must be designated for housing development in the local spatial development plan. The plot must be the area marked in yellow.
