The government wants more teachers in kindergartens and a better offer

The government wants more children to go to kindergarten, while at the same time improving the quality of content in kindergarten. A good kindergarten is very important for children's chances later in life and contributes to equalizing social differences.

Today, the government's new strategy for kindergartens until 2030 was presented "Kindergarten for a New Era".

Row:

  • by 2030, 60 percent of kindergarten teachers and at least 25 percent are qualified employees
  • keep the price of the nursery low
  • ensure that money spent on childcare goes to the children

– Pre-school staff 20 years ago ensured several thousand new pre-school places in Norway. We are now entering a new stage in which we are strengthening the quality of the pre-school offer. The way to this is through increasing the number of teachers in kindergartens and good staff. Our aim is for children to receive a more equal pre-school service, regardless of where in the country the pre-school is located or who runs it. We will bring kindergartens into a new era and we will do it in cooperation with both municipalities and private nursery owners, says Prime Minister Jonas Gahr Støre.

The level of ambition of the new nursery strategy "Kindergarten for New Times" has increased significantly compared to a similar strategy proposed by the Solberg government. Among other things, the expectations regarding the percentage of kindergarten teachers were increased from 50 to 60 percent.

Almost 270 children attend kindergartens every day. kids. We know that the pre-school period is very important for children's chances both at school and later in life. By keeping the price of the nursery low, we lower the participation threshold and more people join. By giving the staff more collaborators with preparation for kindergarten teachers, children and parents experience an even higher quality kindergarten. Attending kindergarten helps to reduce social disparities and makes it easier for children to succeed later in life, says Education Minister Tonje Brenna.

The new nursery strategy includes three subject areas . The aim is to contribute to ensuring that all children have equal access to nursery services across the country:

1. Increased competence

To contribute to ensuring that everyone who works in a nursery has the appropriate competence to provide children with a good offer. Currently, 44 percent of the employees are kindergarten teachers.

– Many kindergartens employ staff with many years of experience and valuable knowledge. They do a good job. However, we cannot accept the fact that every third employee does not have a kindergarten teacher training or an appropriate professional preparation of the employee. All parents should be able to expect their children to meet professional and safe staff. That is why we want more kindergarten teachers and skilled workers among the employees. Already this year, we are strengthening our investments in continuing education and training of employees and training of kindergarten teachers with a total value of NOK 230 million - says Brenna.

2. Removing financial barriers to attending kindergarten

The government wants all children to have the opportunity to go to kindergarten, regardless of their financial situation or family background. Among the measures taken are:

“We shouldn't make a distinction between those who can afford to go to kindergarten and those who can't. All children must be able to participate, regardless of background. Therefore, we will continue to keep the maximum price low, assess whether the current moderation solutions are good enough and work to ensure that diets do not contribute to social disparities,” says Brenna.

The Støre government has reduced the maximum price of daycare in two budget rounds, saving families NOK 3465 per year compared to the Solberg government's budget proposal. The government also introduced a free kindergarten for every third child and a free kindergarten in the northern areas.

3. Better kindergarten management

The government has started work on reviewing the regulations on the financing and management of private kindergartens, and by the end of 2023 it will propose comprehensive regulations. The government will preserve and develop what is good in kindergartens in Norway and wants the kindergarten sector to continue to be a combination of private and municipal kindergartens.

Job ambitions are clearly defined in the new strategy. Among other things, it is emphasized that:

  • Municipalities need to be given more power to decide on funding and requirements for kindergartens
  • Public subsidies and parental fees must be allocated to the functioning of kindergartens and stimulate the development of diversity and quality
  • Private kindergartens must be part of the municipal social offer, and not an investment facility for commercial interests

Kindergarten is an important social service for our children. Therefore, we believe it is right for municipalities to gain more democratic control and governance of the entire school sector. Thanks to this, municipalities will be able to more easily adapt the general offer to local needs, for example by investing in nurseries in areas with poor living conditions - says Brenna.

In the work on new regulations, the government also wants to give priority to small private and non-commercial kindergartens. It also wants to consider introducing stricter rules for buying and selling private kindergartens. It will provide children with public subsidies and qualitative development of kindergartens

The strategy was developed with the participation of a national party pre-school forum, which was established by the government. KS, Sámi Parliament, Education Association, Trade Union, National Association of Private Kindergartens (PBL), Virke, Delta, NHO Geneo, Parental Committee for Kindergartens, Students of Education and College and College Council - teacher education participates.
