– I am very pleased that an agreement has been reached today in the negotiations on a revised urban development agreement for the Trondheim area. It is also gratifying that two new communes may now become parties to the agreement. The proposal will be considered locally and then considered by the government. Negotiations have been demanding, but there are good reasons to believe that the Trondheim area will now receive a new urban development contract. It will contribute to a better and greener urban environment and to achieving the zero growth goal, says Transport Minister Jon-Ivar Nygård.
Local parties and the state today agreed on a proposal for a revised urban development agreement for the Trondheim area for 2023-2029. The state was represented in the negotiations by the Norwegian Public Roads Administration, the Norwegian Railways Directorate and the Trøndelag authorities.
It was Trøndelag and the municipalities of Trondheim, Stjørdal, Malvik, Melhus, Skaun and Orkland that negotiated the text of the agreement with the state.

The overriding objective of urban development agreements is zero growth in passenger transport by car. In order to prevent the development of passenger transport by car, which contributes to increased emissions, noise and poorer accessibility, the program will promote walking, cycling and the use of public transport.
