The Storting recently adopted government proposal to introduce requirements regarding professional competences for taxi license holders. The new professional competence requirement means that people who apply for a taxi license after June 1 must pass an exam with the National Roads Authority.

“We want a safer and more serious taxi industry, so we will be making further demands on license holders. The idea is to make passengers feel safe and taxi license holders have the knowledge they need to be good employers. In addition, it is important that they are familiar with the obligations to report income to the tax authorities, says Nygård.

Stricter rules have already been introduced

The government has already taken steps to strengthen the quality and seriousness of the taxi industry, and from January 1, 2023, e.g. the following requirements:

  • Requesting a guarantee from a bank or insurance company for the concessionaire,
  • Requirement that all taxis have roof lights.
  • Requirement that license holders must use vehicles registered as taxis in the Vehicle Registry for their licensed activities.
  • The requirement for the license holder to document to the licensing authority that the vehicle used as a taxi is registered as a taxi in the vehicle register and that the taximeter meets the requirements of the Regulation of 1 October 2009 No. 1226 on requirements for taximeters has been installed in vehicle.

Transition period for those licensed after November 1, 2020

In order to ensure a smooth transition for persons who obtained a taxi license after November 1, 2020, but before the entry into enforcement of the requirement to have professional competences, a one-year transition period is proposed before meeting the professional competence requirement. This means that by June 1, 2024, they must meet the professional competence requirement.
