Of more than 700 instances of bullying, more than nine out of ten students and parents maintained a complaint. This applies to cases that were brought to the state administration in the first half of 2021,

We need to put even more effort into ensuring a good and safe learning environment

- This shows that we have to put in even more effort to provide a good and safe environment Learning. It is also important that teachers and other school staff have enough time to properly observe each student, says Education Minister Tonje Brenna.

On the Hurdal platform, the government announced that it will intensify its efforts to prevent intimidation and the challenges of the learning environment.

Of the cases dealt with in the first half of 2021, 94 percent were upheld.

From 2017, students of primary, middle and upper secondary schools may report mobbing cases to the state administrator. There is such a possibility when they notice that the school is not helping them. This spring, 743 cases were reported. This is an increase since spring 2020 (590 cases) and a slight decrease since spring 2019 (731 cases). Pandemic management and closure could have had an impact on the data for 2020 and 2021.

Differences between counties.

The numbers also show large differences between counties. Troms, Finnmark and Rogaland have the most cases in terms of student numbers, while Oslo and Viken have the least.

- School should be a safe place. Therefore, it is important that students and parents have the opportunity to report to the government administrator when they find that the school is not taking their case seriously. But the most important thing is that schools are able to provide all students with prompt and appropriate help. To achieve this, I will establish a closer dialogue with the school staff in the future - says Brenna.

Facts about the school's obligation to be active:

  • Everyone who works in the school must track, notify and investigate if they suspect or know that a student is not feeling safe and comfortable at school. The school will implement measures to ensure that students feel safe, secure, and free from bullying. The school will also raise funds in an action plan that will continue.
  • The task of the state administrator is to investigate whether the school has done everything in its power to make the student feel safe and well there. If the school failed to do so, the duty was breached.
