Digitization of the construction process in Poland

Now you can easily set up and maintain a building object book and a construction logbook online. And from June, the System for Handling Administrative Proceedings in Construction will be launched. These are the next stages of digitization of the construction process.

– The combination of digital tools increases the productivity of work on the construction site and accelerates the final effect of this work, and at the same time reduces costs. Therefore, we meet the expectations of citizens and the industry. We design simple solutions and make them available free of charge, emphasizes Waldemar Buda, Minister of Development and Technology.

Electronic book (c-KOB)

Since January 1, the c-KOB system has been in operation, which collects and makes it possible to share comprehensive data on real estate, e.g. with relevant services. The application does not require specialized hardware or software. All you need is a computer and a web browser. A free mobile version for smartphones is available. From 2027, the possibility of using an electronic book will be replaced by an obligation.

C-KOB is a benefit for property owners and managers. These include:

  • Full control over the validity of reviews.
  • The function of notifying about upcoming inspections and periodic inspections.
  • Quick and direct access to documents from anywhere.
  • Easy data editing.
  • Automatic submission of required documents to authorities.
  • Eliminating the risk of work in facilities without current inspections.
  • Eliminating costs related to penalties for using facilities without current inspections.
  • Reducing the risk of a construction disaster.

The Digital Building Book is an application in which each owner or manager makes entries in the field of:

  • Information about the building object.
  • Information about the owners and managers of the building.
  • Information on the inspections carried out.
  • Expert opinions and technical opinions regarding the building.
  • Construction works related to the building object after it has been put into use.
  • Construction disaster.
  • Decisions, resolutions, certificates and other documents issued by public administration bodies regarding the building.

Electronic Construction Log (EDB)

From January 27. the on-line version is also available in the Construction Log. From 2030, only the electronic Journal will be required. The application is free to download.

- Na construction site difficult working conditions often occur, so the application is easy to use and always available. It does not require specialized equipment and constant access to the Internet - indicates Minister Waldemar Buda.

The construction log is created by the investor after receiving the building permit. The EDB system was created primarily for him. The investor, after being authenticated by the national node service and setting up an account in the system, may apply to the architectural and construction administration body for a construction log.

After receiving the log, he can add other participants of the construction process in the system, i.e. the construction manager, designer, investor's supervision inspector and the authorized representative of the investor. From that moment, they have access to the electronic construction log, i.e. they can make entries in it. In particular, this applies to the construction manager who has additional authorizations and is in fact the person who keeps an electronic journal on behalf of the investor. The easy-to-use and ergonomic, mobile version of the EDB system was prepared for the construction manager.

EDB is a very secure system. It gives you full control over the entire process. It collects all important events and information about the course of construction works – emphasizes Dorota Cabańska, Chief Inspector of Construction Supervision.

System for Handling Administrative Proceedings in Construction (SOPAB)

In the next stage of digitization in the construction industry, we prepare the gate to all the systems we implement - SOPAB. The system will be the central data exchange platform in the field of construction.

– The system, like all other initiatives, is implemented by the General Office of Building Control in cooperation with the Ministry of Agriculture and Tourism. We planned to launch the System at the end of June this year. The project is not only the construction of an IT tool - as part of this initiative offices will additionally receive IT equipment and comprehensive training and support – informs Waldemar Buda.

SOPAB is a new and simplified standard of service for citizens and the work of officials involved in the investment process. The main functionalities of the system in its first version will include:

  • Gathering and providing officials with information needed to make decisions.
  • Creating a case history and exchange between authorities.
  • Automatic generation of GUS and GUNB reports.
  • An easy-to-use interface adapted to matters in the field of construction.
  • Ready-made templates.
  • Connection with other programs and systems such as EZD, RWDZ, e-Budownictwo.
  • Public disclosure of information on ongoing proceedings

The assumed effect is to streamline and standardize the procedures of architectural and construction administration authorities and construction supervision authorities, as well as save time for investors and implement full digitization throughout the country – points out Dorota Cabańska.

Previous stages of digital transformation

In 2020, thanks to the commitment and work on the part of the General Office of Building Control, we launched the first stage of digitization of construction procedures - we made the website available
e-Construction, which is the official government application for the investor to submit applications in the construction process.

From July 2021, the investor can already submit an application online building permit and application with a construction design in electronic form. More forms are being posted on the platform. Today there are 26 of them, and the most popular include: application for a building permit (PB-1) or notification of construction works (PB-2).

Also from July 2021, the investor can submit an online application for a building permit and a notification with a construction project in electronic form.

However, since August 2022, a new Central Register of persons with Building Licenses and a register of persons punished for professional liability in the construction industry (e-CRUB) has been in operation. Users can easily check the qualifications and qualifications of an engineer and designer, both investors and officials.
