Penger tilgode, or everything about tax refunds in Norway
Anyone who receives a salary, pension or disability pension will receive a tax return for the previous year in March 2020. On the tax return (Skattemelding), we can check the pre-calculated tax refund or surcharge. Back tax means that you have paid too much tax in a year and it must be refunded to you.
Refund or surcharge?
The information is on the testimony page Foreløpig beregning av skater og avgifter. If it says: Foreløpig beregnet skatt til gode - you will receive a refund if, however: Foreløpig beregnet skatt å betale - you will receive a surcharge. * Please note that this is an initial calculation - after introducing discounts and write-offs (if you have any), the amounts will change.
* In the English version of the tax return, the information about the refund / additional payment will be on the website Provisional assessment of direct and indirect taxes. If you see information: Provisionally estimated overpaid tax - you will receive a refund if: provisionally est. underpaid tax - you will receive a surcharge.

The difference between the amount paid and the amount that should be paid
What if you are in debt? In some cases, the amount you expected and indicated on your tax return differs from the actual amount paid by the Tax Office. The reason may be unpaid claims such as:
- tax surcharge or interest from the previous year
- tax in another commune
- unpaid maintenance debts, VAT, inheritance or real estate tax
-other arrears with the state or municipality, such as fines or city taxes
The Tax Collector may collect a tax refund against the above debt and your account will be credited with the reduced amount. You will receive information about the reduction in a separate letter.
