With the introduction of the electronic declaration of paternity, the most used services that new parents have to submit to NAV and the tax administration have become fully digital.

So far, about 25 unmarried fathers have had to come forward every year to declare paternity. Now they don't have to go to the office anymore. The child's father may instead declare paternity online on nav.no - which sends information directly to the National Register.

The tax authorities have recently digitized other messages related to newborns - a birth announcement, the choice of a first name for the child, and confirmation of the name and birth number.

'The development of these services is also a good example of how inter-agency collaboration is making it easier for citizens to connect to the public sector,' say Holte and Schanke Funnemark.

Unfortunately, the birth of a child at home still has to be reported on a paper form.

In the event that the mother and father are married, the husband is automatically considered to be the child's father and does not have to do anything.

Facts about what it looks like electronic paternity registration.

- If the child's parents are not married, paternity must be declared.

- The mother must start the declaration by logging in and stating who the father of the child is. It can do this from the 22nd week of pregnancy. It can also wait until the baby is born.

- Both parents must identify themselves securely using the electronic ID in this solution.

In addition to having to consent to paternity, for parents to digitally declare paternity, certain additional conditions must be met. Here they are:

- The mother must live in Norway

- Both parents must have a Norwegian birth number and a social security number

- Both parents must be 18 years or older

Once both parents sign the declaration, it is sent to National Register for registration and archiving. A copy of the declaration will also be sent to the email addresses provided by both parents
