They can't make the law driving in Poland
A driving license is an indispensable document for living in today's realities. As it turns out, if you are permanently staying outside Poland, you may not be entitled to obtain this document in your home country. This is made impossible by the Act on vehicle drivers of January 5, 2011.
They cannot get a driving license in Poland. You must be 185 days in Poland
Detailed conditions to be met by a person to whom a driving license is issued is governed by Art. 11 of the aforementioned act. The greatest controversy is provided by points 5), which clearly states that:
"[A driving license is issued to a person who:]
5) warned about criminal liability for false testimony or concealment
truth declares that her place of residence is in the territory
The Republic of Poland, provided that:
a) stays on the territory of the Republic of Poland for at least
185 days in each calendar year:
- because of your personal and professional ties either
- with the intention of permanent residence solely because of their ties

b) stays regularly on the territory of the Republic of Poland due to
your personal ties, and at the same time that because of your ties
professional stays consecutively in at least two countries

The problem with permanent emigrants
The provision clearly shows that the Polish driving license can be picked up by emigrants who left their homeland for a specified period or for the duration of their education. However, the problem is with people who have decided to leave Poland permanently. The current law prevents them from withdrawing their driving license in their home country.
