Difficult time to start. Permittering that is temporary dismissal of apprentices and trainees in Norway

What is permittering?

Permittering is a temporary system under which the employee is dismissed from work and the employer is also released from the obligation to pay wages. However, there is an employment relationship and it is assumed that the break is only temporary.

In early February, 429 apprentices and trainee candidates were temporarily released as a result of the coronavirus pandemic. Thus, the number of such layoffs continues to rise, but now much less than in December and January.

Main conclusions and figures

429 apprentices have been made redundant temporarily, which is 0,9% of apprentices. This is much less than in April, but an increase compared to November of last year.
Na “permitting” 16 percent of apprentices in the restaurant and catering industry were sent. The cooking profession was particularly hard hit. A total of 50 apprentices and trainee candidates have been temporarily laid off since March 1 due to the coronavirus situation.
Total number of temporarily released Apprenticeship is largest in Oslo, with 218 redundancies. Rogaland and Viken followed Oslo with 48 and 45 redundancies respectively. In many provinces (fylke) there are still few temporarily dismissed apprentices.

Restaurants and gastronomy suffered the most

16 percent of apprentices in the restaurant and catering industry have been made redundant. The second largest percentage of exemptions is in the areas of design and crafts as well as services and transport, from which 0,8 and 0,6% respectively were exempted. In other educational programs, 0,2% or less were released.

Almost 80 percent of the 429 layoffs concern restaurants and gastronomy. It is particularly hard felt by students (candidates for chefs) - more than half of all layoffs in the fifth week of this year are apprentices in the culinary profession. A large proportion of them are in Oslo, with 163 dismissals. In Rogaland, Viken, Trøndelag and Møre og Romsdal, apprentices as a chef are also particularly vulnerable. In total, in four provinces (fylke) there are employed 90 temporarily dismissed apprentice cooks.

The statistics are based on data that the Education Directorate collects regularly from the county boroughs. The next update is scheduled for week 7 of this year.
The figures include both apprentices and trainee candidates, although the term 'apprentices' is used.
