"I want to start by saying: Now that's a big deal," Prime Minister Jonas Gahr Støre said at the urgently government-convened press conference on the pandemic.

"It has not been many days since we introduced the new measures, but the infection has risen sharply since then," says Støre, who adds that there is no indication that the infection situation has reversed and therefore measures need to be strengthened.

The government returns to the Armed Forces to help municipalities that need it in vaccinating their residents. Pharmacies will also help at national level.

- At the weekend, the government turned to the army for help for communes that need it. The Armed Forces will be able to organize response teams with employees of the sanitary services of the Armed Forces, volunteers, dentists and medical staff. This is Prime Minister Jonas Gahr Støre speaking.

In several places around the country, pharmacies contributed to vaccination. Now the government wants to extend this program to the entire country.

The government is introducing a yellow level in all kindergartens, primary and secondary schools in the country.

- It is very important for us to protect children and young people as much as possible so that they can be in school and kindergarten. When we change the levels to yellow and red now, it is to prevent infection and to ensure that students and teachers stay healthy and can be in school, says Prime Minister Jonas Gahr Støre.

The yellow level signifies control measures, increased hygiene, good hygiene practices and that no sick person should go to school.

. Holidays

The people of Norway can travel to their loved ones for Christmas, says the prime minister.

- It's gonna be Christmas. You can come home for Christmas and be with your loved ones. We cannot be together in large groups, but we can be for each other. This is Prime Minister Jonas Gahr Støre speaking.

The Prime Minister asks people to care for those who need it at Christmas.

- Look around, who can you make a difference for? Together, we now need to line up to reverse this trend. We can do it.

Facts about the new measures

Distance and social contact

Everyone should keep a distance of 1 meter from other than the household members and people with whom you are staying.

The recommendation of a distance of 1 meter does not apply to pre-school and school children in their free time.

People who are at risk of becoming seriously ill and unvaccinated should protect themselves.

Apart from your own household, there should be no more than 10 guests in the house. You can receive up to 20 guests at a time during the Christmas and New Years holidays, but there should be one meter of distance between the guests.

Children in kindergartens and primary schools may have visits from their own cohort / class / ward, even if this exceeds the recommended number of visitors.

Reduce the number of close contacts, but don't isolate yourself.

Meet others in the fresh air whenever possible.

Organized recreational activities

Children and youth

Children and adolescents can organize recreational activities such as soccer training or corpus training, but it is recommended that you limit the number of people who can participate in them. There should be a maximum of 20 people in the rooms, unless all participants are from the same group in the school or kindergarten.

Kindergarten and school children can train or exercise together, but we do not recommend cups, matches or tournaments with children from different locations.

The exceptions are outdoor sports events for children and teenagers in preschool or school age. They can be carried out if the children can always keep a distance of one meter and if the different number rules that apply to all events can be followed.

Adults

We recommend postponing or canceling the implementation of events related to organized sports and recreational activities in various groups, both outside and inside.

We recommend that you postpone or cancel organized indoor sports and leisure activities for adults.

Adults may exercise or arrange other outdoor recreational activities, but it is recommended that a maximum of 20 people and keep distance.

. Schools, kindergartens and SFO

The national yellow level is being introduced in kindergartens, primary and lower secondary schools. The local red action level legislation takes precedence over the nationally determined yellow level.

A national red level is introduced in upper secondary education and in adult education.

Primary schools and kindergartens must ensure that they are prepared to quickly move to the red level.

Requirements for universities, colleges and vocational schools to facilitate digital teaching, skills training and exams whenever possible.

Meetings can be organized for children in kindergarten or primary school with whole classes / units / groups with the required number of adults.

Face mask injunctions apply to certain audience-centered aspects of working life.

Masks are also required indoors at events.

Stop bar, inside and out

The restaurant cannot cater for private meetings indoors with more than 20 people inside and 50 outside. There is no private assembly rule at the place of delivery. The place of delivery must take care of infection control

Infection control

Infection control mandate for kindergartens, schools and other education and training activities.

Amusement parks, playgrounds, arcades and the like will be closed.

Pools, water parks, spas and hotel pools and gyms may only be open to:

Individual training. Stay 2 meters away during high-intensity training.

School swimming, swimming lessons, swimming training and competitive swimming with the organizer.

Rehabilitation and training offered individually or in small groups with the organizer.

Another individual treatment that you can make an appointment for.

To be open, the following businesses must be run professionally: Libraries, museums, bingo halls, swimming pools, water parks, SPA facilities, hotel pools, gyms, shopping malls, shops, fairs, and time markets like.

This comes with the requirements of ensuring that it is possible to keep at least 1 meter away from people who are not in the same household or in a similar neighborhood, and that the company has established procedures for good hygiene, good cleaning and ventilation.

Industry supervision should be restored, e.g. gyms and swimming pools. In practice, this means that there will be more stringent infection control requirements.

Masks

Mandatory for the use of face masks when it is not possible to keep at least 1 meter distance in shops, shopping malls, restaurants, public transport, taxis and internal stations. The order also applies to workers, unless physical barriers are applied.

The masks also apply to hairdressers, dermatologists and other individual companies.

Home office

Ordering employers to let employees work from home as long as it is practicable and does not obstruct important and necessary activities in the workplace, including caring for children and vulnerable groups.

Quarantine

Common rules for isolation and quarantine regardless of the virus variant.

Quarantine obligation for household members and relatives with the possibility of checking themselves after 7 days.

Other close contacts can be tested after 3 days, but are still in quarantine after 7 days.
