The Norwegian Kennel Club encourages dog owners to act responsibly and comply with leash requirements.

From April 1, the nationwide leash ban will come into force

The regulations specify that the dog must be physically on a leash or securely fenced. It is not enough that the dog is under control and accompanied by its owner. Normally, nationwide leash enforcement is in place until August 20 inclusive and applies to all dogs, regardless of breed, size or use.

The leash was introduced to protect the welfare of game animals and their offspring. Wildlife is particularly vulnerable from April to August, so dogs must be kept on a leash or safely fenced during this period.

A dog must be a dog

The dog's natural behavior is to run freely. The Animal Welfare Act clearly states that it is the responsibility of the dog owner to ensure that the dog has the opportunity to behave naturally, and society must enable the owner to do this.

It is also possible to file a complaint with the authorities

Many municipalities have extended the leash rule. This is usually justified by the extended grazing season farm animals. But there are also municipalities that wrongly introduce extended restrictions. This is against the Dog Act. Dog owners living in such municipalities should raise this issue with their municipal politicians, and it is also possible to file a complaint with state authorities about unjustified leash rules.
