The commission, which will determine whether the Norwegian governing authorities exercised sufficient control over adoptions abroad and whether and to what extent there was illegality in adoptions in Norway, has already started its work.
– The main priority of the governing authorities is to ensure that adoptions are safe. In other countries, information about illegalities has come to light adoptions international adoptions and information about serious circumstances in some international adoptions in Norway, says Minister of Children and Family Affairs Kjersti Toppe.
The Commission will examine adoptions at system level. To shed light on the system, they must, among other things, look at selected individual cases. They must describe what system of control and supervision of foreign adoptions was in place and assess how the Norwegian managing authorities dealt with situations where they received notification or knowledge of circumstances in the country of origin that required further action.
Is the adoption system in Norway correct?
– The investigation will be wide-ranging and will cover all countries with which Norway cooperates on adoption. The aim is to check whether the adoption system in Norway is correct. This includes questions regarding regulations and practice. It is necessary to check whether legal certainty and human rights obligations are taken into account, taking into account the best interests of the child. The commission will make recommendations for the adoption system in the future, Toppe says.
The deadline for submitting the report is two years from the start of the committee's work. The Commission must present one or more periodic reports on the situation in individual countries or on other relevant topics.
- We have chosen a well-composed selection of five very competent people. They have a good combination of professional knowledge and experience to solve the important task of investigating international adoptions. A reference group will also be created, Toppe says.
