From March 1, inspection authorities can charge fees for certain violations of commercial transport regulations. Reporting inspectors so far the police were enforcing violations of specific regulations concerning among others cabotage in freight transport.

After March 1st Norwegian Public Roads Authority may immediately impose fees for offenses, which will improve the work of inspections.

Breaking the rules can cost a lot

Fees are being introduced for violating a number of specific regulations regarding cabotage in freight transport. They also continue to accrue fees for not having a driving license and licenses during transport. In cases where the transport company does not have a license document or driver certificate, an infringement fee may be charged. amount of NOK 60.

– It's not worth breaking the rules. Both the government and the Storting want to see higher infringement fees charged when commercial transport rules are broken. This is to ensure that more people follow the rules, as well as to respond effectively in case of violations, says Nygård.

Although the police and Norwegian Public Roads Authority may now charge more for breaches, this is not a substitute for reporting, investigation and possible financial penalties for the most serious breaches. The most serious incidents or repeated breaches must still be reported to the police.

A fee is charged for violations of cabotage regulations in freight transport:

  • if it is not possible to document the incoming international transport,
  • if the cabotage was carried out later than seven days after the end of the last international voyage,
  • where more than three cabotage trips have been made after cross-border transport on the basis of a Community authorization,
  • where more than one transit cabotage has been carried out,
  • if transit cabotage was carried out later than three days after arrival to Norway without cargo,
  • if the consignment note is incomplete or has incomplete documentation,
  • if there is no consignment note/documentation for domestic transport in the vehicle,
  • where cabotage began before the international transport was unloaded.

About cabotage:

Cabotage is transport between places in a country other than the carrier's headquarters. This is permitted within the EEA under certain conditions. Cabotage in violation of these conditions is illegal.
