Barnevernstjenesten in the municipality of Stavanger violated the Childcare Act for several reasons. This is the conclusion from the report of the Governor of Rogaland, after inspection proceedings were initiated in the fall of 2023 in the so-called regarding foster care.

Stavanger commune severely criticized
– We take the mistakes that have been made very seriously. We will now do our best to discover how this could have happened, says Jone Skjelbred, municipal manager for children, youth and families in Stavanger commune.
In October 2023, the Governor of Rogaland fylke initiated a barnevernstjenesten audit on his own initiative, based on the service's follow-up of the child concerned after his return to his biological father last summer.
After making case evaluation in relation to the statutory provisions, the Governor finds that the child's best interests and right to participate have not been adequately assessed and safeguarded. The Governor of Rogaland also points out that the barnevernstjenesten did not properly document the assessments child care.
In December 2023, Stavanger City Council asked the Audit Committee to investigate the matter. On the 15th January 2024, control commission accepted the mandate to conduct an external audit, which is conducted by Rogaland Revisionjon.
The municipality of Stavanger welcomes self-criticism
City Manager for Children, Youth and Families, Jone Skjelbred, has no doubt that Stavanger Municipality accepts self-criticism on this matter. The commune is currently also looking for measures to prevent similar failures in the future.
– The feedback so far shows that we need to create better practice when it comes to better child assessment and participation. We also need to improve documentation procedures, internal control and reporting at management level barnevernstjenesten. We will implement the necessary measures and pay special attention to they brought the desired effect – assures Jone Skjelbred.
