The government decided to introduce a clear interpretation of what is allowed in Norway in terms of passenger cabotage transport. From January 1, 2024, foreign bus companies will only be able to transport passengers on Norwegian roads for a maximum of 20 consecutive days and a maximum of 30 days in total in a calendar year.

The government is currently following up the action plan against social dumping in the transport sector and is taking concrete measures to define temporary cabotage in passenger transport.

Cabotage is transport between two places in a country other than the place of actual operation of the carrier. EEA rules allow carriers from EU/EEA countries to temporarily carry out cabotage on tour buses, but the term "temporary" is not further defined.

– Without a clear limit on what is allowed under 'temporary' cabotage, it is difficult to enforce this provision. It is therefore important that we quickly create a legal framework for cabotage in Norway. With a clear framework on when foreign bus companies can provide domestic transport in Norway, we contribute to a level playing field and avoid social dumping, says Nygård.

The Ministry of Transport is aware that the European Commission has taken Denmark to the Court of Justice of the EU to obtain a national interpretation of what constitutes temporary cabotage. On the Norwegian side, the ministry is closely following this matter and will intervene in this matter in favor of Denmark, arguing that there is national space for action in this area.
