The government has decided that there will be a competence requirement for recreational boat drivers and jet ski drivers capable of reaching speeds of 50 knots or more. The new certificate of competence must contain both a theoretical and a practical part.

In the spring of 2021, the Norwegian Maritime Directorate consulted on new regulations for recreational boat drivers. The regulations propose, inter alia, a separate certificate of competence for drivers of recreational boats capable of reaching 50 knots or more. A common theoretical part was also proposed, followed by a module adapted to high-speed boats (usually RIBs) or water scooters. In addition, an age restriction of 18 years for operating high-speed boats has been proposed.

It is important to ensure adequate coverage of courses and instructors prior to the entry into force of the new regulations. In order for sailors and course centers to have plenty of time to adapt to the new requirements, it is proposed that the new regulations enter into force in spring 2023. During consultations, the Norwegian Maritime Directorate estimated the cost of the course to be approximately NOK 3500.
