- 358 days in uncertainty we never expected to experience. 358 days is a long time. For some, it's a very long time. Companies that don't make money. Those who are still unemployed. 358 days is 359, 360 and more. But now there is a light on the horizon, says the minister finances Jan Tore Sanner (H).
A shutdown must be expected
He recalled that we still have to count on closing periods in the future.
"But as the number of vaccinations increases, we are approaching the day the crown pandemic will be a chapter in the past," Sanner says.
He believes that the new program is more flexible to accommodate the precarious situation faced by many companies.
- If you run a restaurant in several municipalities, you may experience being locked in one municipality and opening doors in another. We have to take this into account - emphasizes the minister.
-Completing competences
It is proposed to strengthen the program with internal training (BIO) managed by county municipalities by NOK 100 million. Strengthening the competences of employees is an important prerequisite for the development of many companies - emphasizes the Ministry of Finance.
The main points of the government's proposal for a new wage support system:
- Employers whose turnover has fallen by 70% or more will receive up to 25 NOK per month per employee, which will be withdrawn from permittering. If the decline in turnover is less than 70%, the support amount gradually decreases to NOK 10 with a turnover decline of 000%. A turnover drop below 15% does not entitle you to support.
- Workers who have been taken back must have been fully or partially dismissed from both March 5, 2021 and November 15, 1, 15 or 31 December 2020. This helps to ensure that the scheme applies to those who have suffered from longer, and reduces the likelihood of random effects.
- The amount of support is calculated on the basis of the fraction of the position, the degree of dismissal and the number of calendar days the employee returned to work.
- For volunteers, non-profit organizations, the amount of support is NOK 15 per month. Apprentices who return to work receive up to SEK 000 per month.
- The maximum amount per company and group is NOK 9,4 million for the period from March 15 to April 30 and NOK 12,5 million for the period from May 1 to June 30. This equates to full support for 250 people per month, which is the EU upper limit for the number of workers in small and medium-sized enterprises.
- To accommodate new local layoffs, workers receiving wage support may be laid off again without losing earned or future support, and workers in other jobs may be laid off without losing any earned or future support.
- Employees can be partially picked up.
- The system must be managed by the tax authorities.
- The schema must be application-based and largely automated.
- Full transparency as to which companies are supported, how many employees are supported and what turnover is falling. This is important to prevent system abuse.
