Raymond Johansen, Oslo city councilor, implements much of both the third and fourth stages in the re-opening plan. They remove many local regulations in Oslo, and national regulations will apply from Wednesday in Oslo.
Oslo re-opens. Here are the new rules:
- The ban on gathering only 10 people in private homes is lifted.
- Event rules will be removed and will be the same as national rules.
- The requirement to wear masks in shops and restaurants, among others, will be removed.
- The time for serving alcohol will be extended from 22:00 to midnight.
- The restrictions on the number of people in stores have been removed.
- The local requirement to keep a distance of two meters has been removed.
- Bowling alleys, bingo halls and playgrounds can be opened.

At the same time, Oslo maintains some restrictions, such as the requirement to wear a mask in public transport and taxis. The rules for the celebration of russów will also be continued.

- The people of Oslo took responsibility and took care of each other. They played a major role in ensuring that we retain control at national level. Now we can start getting used to the fact that this state of emergency is coming to an end, said the chairman of the city council.
- Not all restrictions are removed overnight, but basically the rules will be the same as at the national level, Johansen said.
