Arrival in Norway-Update 14.06

As a rule, only foreigners residing in Norway can enter the country. Norwegian citizens always have the right to enter. To
limit the import of the virus, we will continue to apply strict entry restrictions.

These people are not allowed to enter Norway (applies to nationals of all countries, including EU / EEA nationals and Nordic nationals):

- tourists, with a few exceptions.
- extended family members, such as grandparents
-partner / partner or fiancé
- foreigners (including Nordic nationals) who are to work or study in Norway and who are not subject to any of the exceptions below
-people who have obtained a residence permit in order to work or study in Norway and who are not yet residents
- business travelers
- a foreigner who has been granted a Schengen visa, but who is not subject to any of the exceptions below
-people who own a recreational property in Norway, but do not live here

The following persons may already enter Norway:

- foreigners live in Norway
- foreigners residing in the country or in the EEA / Schengen area, which do not apply
quarantine under § 4, first paragraph, letter a the COVID-19 regulation cf. Annex A to the regulation.
- foreigners who have obtained a family reunification permit
-who are going to visit or live with close family members in Norway
- foreigners who are to implement agreed contacts with children
-who have specific reasons which indicate that a person has a right of entry, such as special caring responsibilities for people in Norway or other important social considerations.
-asylum seekers and displaced refugees
-specified professional groups. Journalists, seafarers and aviation personnel, cargo and passenger transport, diplomats and military personnel, Saami reindeer farming, scientists and crew members on a research sea voyage.
- foreigners invited by the Norwegian authorities and employees of international organizations
-who have a stopover at an airport in Norway (both in international transit and within the Schengen area)
-operating foreigners critical social roles
- medical staff from Sweden and Finland who work in the Norwegian health and care system
- foreigners who are permanent residents of Svalbard or who must travel through the mainland territory of Norway on their way to / from work or stay in Svalbard

If you are one of those people who have the right to enter Norway, you must check the following requirements:
Persons with the right to enter are subject to mandatory tests, entry registration, quarantine and possibly a stay in a quarantine hotel. In the context of quarantine legislation, the level of infection in the country you are coming from is decisive. Please note that the Ministry of Foreign Affairs advises against all travel abroad. The travel recommendations are valid until July 1, 2021. An exception has been made for the Nordic countries and areas and the EEA / Schengen countries which, according to the Institute of Public Health, are among the countries with a low level of infection. The epidemiological situation and local restrictions can change quickly and make the situation unpredictable. Everyone must carefully consider whether their trip is necessary.

Arrival registration

All travelers from quarantined countries must register before crossing the border. This also applies to Norwegian citizens. Travelers must register before arriving in Norway and the journey can be registered no earlier than 72 hours before the time of arrival.

Travelers are only asked to register the necessary information. The data is safely stored and deleted after 20 days. Only the authorities have access to this data. Entry quarantine

In principle, travelers to Norway must be placed under an entry quarantine in a place adapted to this or in a quarantine hotel. Quarantine exceptions for people who have only been in countries / areas with low infection rates in the EEA / Schengen and UK (the so-called "yellow" countries / areas). People who are fully vaccinated and those who have had COVID-6 in the last 19 months and can document it in a reliable and verifiable manner, do not have to undergo entry quarantine from Friday 11 June at 15:00.

People protected against COVID-19, within 3–15 weeks after receiving the first dose of the vaccine, and children under 12 years of age, may terminate the entry quarantine if they obtain a negative test result not earlier than 3 days after arrival. For the time being, only demonstration by logging on to helsenorge.no is considered a reliable and verifiable way to document protected person status. Other people staying in the entry quarantine are to test themselves with a PCR test 7 days after their arrival. If the PCR test for COVID-19 (not a quick test) is negative, they can end the quarantine. Persons who are to be quarantined after entering Norway are, in principle, to stay in the quarantine hotel for the entire period or part of the quarantine period.

Quarantine hotel

All non-EEA / Schengen and UK travelers must spend the entire period of quarantine in quarantine hotels. Travelers from the EEA / Schengen area and the UK with more than 150 infected per 100 inhabitants must stay in a quarantine hotel pending a negative PCR test result no sooner than 000 days after arrival. The remainder of the quarantine period may be held in your own home or other suitable place of stay where close contact with others can be avoided, with a separate room, separate bathroom and kitchen or with board. Travelers from the EEA / Schengen area and the UK where there have been less than 3 infected per 150 inhabitants in the last 100 days and no more than 000 percent of those tested test positive, do not need to stay in quarantine hotels. They must be quarantined at home or another suitable facility for quarantine.

Protected people can avoid the quarantine hotel

Travelers can avoid a quarantine hotel if they can document at the border through helsenorge.no that they are vaccinated or have contracted COVID-19 in the last 6 months. Children do not have to stay in a quarantine hotel if they travel together with protected persons. For now, only documentation is accepted, which can be shown by logging into helsenorge.no. Paper prints and screenshots are not sufficient.

exceptions

A very limited system of exemptions has been introduced under which persons who can prove that there are strong social reasons can apply for an exemption from the obligation to stay in a quarantine hotel upon entering Norway. Very few will be exempt from this system. The UDI Office for Foreigners will consider applications and answer questions related to the operation of the system. You can submit your application here.

Obligation to test

If you have been in a country or area with compulsory quarantine in the last 14 days, you must undergo a coronavirus test upon arrival in Norway. This also applies to Norwegian citizens, and from April 19 also to children under the age of 12
age. People who fail to undergo the test without a valid reason may voluntarily leave the country or be fined. Travelers must additionally present a negative SARS-CoV-2 test upon entry. The test is to be done within 24 hours prior to arrival in Norway. This also applies to Norwegian citizens and foreigners living in Norway. For those arriving in Norway, the test can be done up to 24 hours before the scheduled departure time of the first leg of the flight. Fully vaccinated people and those who have had COVID-19 in the last 6 months do not need to be tested negative before entering, but must undergo a border test.
