Norway Changes to entry restrictions, quarantine requirements

The government has decided that there will be changes to entry restrictions and quarantine requirements for several regions in the Scandinavian region, several countries in Europe and some third countries. The basis is an updated professional assessment from the NIPH for the level of infection and reducing the risk of import infection. All changes are effective from Sunday midnight to Monday 9 August.

FHI collects data on Thursdays for updates Norwegian travel map . We present data from the same sources as the FHI to predict what quarantine requirements might be from Monday.

Traveling outside the EEA / Schengen and the UK is still discouraged

The Ministry of Foreign Affairs (MFA) continues to advise against any travel that is not strictly necessary to countries outside the EEA / Schengen and the UK. There are exceptions for some selected countries and areas from the EU list of third countries, the so-called purple countries. Travel tips to other parts of the world are valid until September 1st.

Countries in Europe

The following countries will have entry restrictions and entry quarantines in place: 

Croatia, Lithuania, Vatican (these countries turn from green to orange)

The following countries also receive quarantine hotel requirements:

Monaco (goes from red to dark red)

The following countries remain green:

Bulgaria, Greenland, Latvia, Liechtenstein, Poland, Romania, Slovakia, Slovenia, Czech Republic, Germany, Hungary and Austria.

The following countries are still orange or red or turn from orange to red (same rules apply to orange and red):

Orange: Belgium, Italy, San Marino and Switzerland.

Red: Estonia (changed from orange), France, Faroe Islands, Greece, Ireland, Iceland (changed from orange), Luxembourg, Malta and Portugal.

The following countries are still dark red:

Andorra, Cyprus, the Netherlands, Spain and the United Kingdom.

Regions in the Scandinavian countries

For the time being, the Scandinavian countries are still assessed at a regional level. We do this mainly because we have a sufficient database for such an assessment.

Sweden

Changes are made in eight regions of Sweden. Four of them turn from green to orange or red and therefore have entry restrictions and entry quarantine requirements.

The following regions will have entry restrictions and entry quarantines:

Norrbotten (from green to red), Östergötland, Värmland and Västra Götaland (from green to orange).

The following regions remain green:

Blekinge, Dalarna, Gavleborg, Jämtland, Jonkoping, Kalmar, Kronoberg, Södermanland, Uppsala, Västerbotten, Västernorrland, Västmanlanddog Örebro.

The following regions turn from orange to red:

Gotland, Halland, Scania and Stockholm.

Denmark

The North Jutland region goes from orange to red. As a result, entry restrictions and quarantine requirements for entry from all regions of Denmark (except Greenland) still apply.

The following regions are still orange or red:

Capital (including Copenhagen) (red), Central Jutland (red), North Jutland (orange to red), Zealand (orange) and South Denmark (orange).

Finland

There are changes to entry restrictions and quarantine requirements in six regions of Finland. Additionally, two regions turn from orange to red.

The following regions turn from green to orange:

Norra Savolax SVD, Norra Österbottens SVD, Satakunta SVD, Södra Karelens SVD, Södra Savolax SVD and Åland.

The following regions remain green:

SWD from Central Ostrobothnia, SWD from eastern Savolax, SWD from Länsi-Pohja, SWD from South Ostrobothnia and from Vaasa to the SWD.

The following regions are still orange or red, or turn from orange to red:

SVD Birkaland (orange), SVD Central Hämeenlinna (orange), SVD Southwest Finland (orange to red), SVD Helsinki and Uusimaa (orange to red), SVD Kainuu (orange), SVD Kymmenedalen (orange), SVD Lapland (orange))), Central Finland SVD (orange), North Karelia SVD (orange) and Päijat-Häme SVD (red).

Selected archipelagos in Europe

Some archipelagos are considered separately to facilitate safe travel to the islands, which are popular travel destinations for Norwegians.

Entry restrictions and quarantine requirements from all selected archipelagos will still apply.

The following archipelagos remain red or orange or turn from orange to red: 

  • Azores, Portugal (red)
  • Ionian Islands, Greece (red)
  • Canary Islands, Spain (red)
  • Madeira, Portugal (orange)
  • Northeast Aegean Islands, Greece (from orange to red)
  • Sardinia, Italy (red)
  • Sicily, Italy (from orange to red)

The following archipelagos remain dark red:

  • Balearic Islands (Spain)
  • Corsica (France)
  • Crete (Greece)
  • South Aegean Islands (Greece)

A small country

NIPH considers which countries and areas on the EU's list of third countries have an infection situation that underpins somewhat lighter entry rules when traveling to Norway, such as the release of quarantined hotels. These countries are called "purple countries". For more information, see the information box below.

These countries and territories are no longer classified as purple:

Azerbaijan, Serbia and Qatar.

These countries and territories remain purple:

Albania, Australia, Bosnia and Herzegovina, Canada, Kosovo, Moldova, New Zealand, North Macedonia, Saudi Arabia, Singapore, Taiwan and Ukraine.

Norway Changes to entry restrictions to quarantine requirements. Rating this week

The basis for the changes is the weekly land assessment by the National Institute of Public Health (NIPH) in regions in the Scandinavian countries, and some selected archipelagos in Europe, in addition to selected third countries from the EU list of countries. Assessment  are based on the same threshold values ​​as in the EU .

This week (odd week) it was assessed whether the infection situation makes tightening of entry restrictions and quarantine requirements essential. The decision means that entry restrictions and quarantine requirements will be introduced for certain countries and areas.

If you are traveling from a green country or area but staying in a country or area with more stringent quarantine requirements (e.g. orange, red or dark red), the rules for entering from the country or area where you are staying apply upon arrival in Norway. This means that if you are not a Norwegian citizen and have a stopover in a country or area that is not green, you are not allowed to enter Norway. 

New updates every week

NIPH assesses the relevant countries and areas on a weekly basis. In even weeks, a broad assessment is made based on the infection situation and whether countries and areas should receive relief or aggravation. Odd weeks are only taken into account if the infection situation indicates that some countries will have stricter rules (for example switching from green to orange or red).
