From November 26, these rules apply to travelers to Norway:
* Entry is open to all foreigners who are allowed entry under the Immigration Act.
* There will now be a requirement for all participants to register in the entry registration system. Exceptions apply children under 16 years of age and selected groups. All participants are required to present proof of registration and any police identification certificate at check-in.
* There may still be grounds for expelling foreigners depending on the circumstances. Those who do not comply with the rules of entry registration, entry quarantine and examination in connection with entry. All travelers, including Norwegians, can be reported and may be fined for breach of entry obligations.
* Requirement of a negative test certificate within 24 hours prior to entry for people who do not have a valid coronavirus certificate.
* Additionally, the obligation to check upon entry changes. There is now an obligation to test yourself regardless of where you come from to Norway. This obligation applies to anyone who does not have a valid certificate. Other exceptions to the obligation to self-test upon arrival in Norway continue.
* Persons who are required to check can test themselves at a test station at the border or within 24 hours if there is no such station at the border. All municipalities in the country must be prepared to be able to test arriving passengers with the obligation to test.
* The government is equipping the National Arrival Control Center to resume inspection activities there, allowing municipalities to obtain information on travelers that may justify municipalities to follow up.
* The application programs for the Norwegian Maritime Directorate and the Norwegian Directorate of Agriculture have been withdrawn.
