The analysis tracks people under the age of 30 from the time they register with NAV and looks at the way to work or other statuses over a five-year period.
- Young people who are unemployed and seeking help from NAV are a high priority group. There is a huge demand for more knowledge about young people - leading to some reaching a stable employment relationship while others staying outside the labor market. The purpose of this analysis is to learn more about this group and to provide an overall overview of its course over time, says Audun Gjerde of NAV's Department of Knowledge.
6 out of 10 people work after five years
Young people under 30 who register for work assistance at NAV are a complex group. Many are simply unemployed, and some are health problems or other challenges that make it difficult to enter the labor market. The analysis shows that many young people come to work, both with and without the help of NAV.
"There are very complex reasons why young people come to work or not, but we can say that after five years, 6 out of 10 are working and no longer registered with NAV," says Gjerde.

Using a method known as sequence analysis, people who have similar events are grouped together when they register with NAV in different careers. The analysis identifies a total of eight such careers that describe the courses young people have taken over a five-year period.
'The advantage of this method is that it gives a picture of young people's careers over the long term and gives the opportunity to analyze several transitions between unemployment, resources and job status or otherwise, says Gjerde.
Many come to work quickly
About 4 in 10 get a job relatively quickly without special assistance from NAV, while 3 in 10 follow a career that largely ends in working later in the five years. They may have had periods of unemployment, higher education or an unknown status. Quite a few took part in various initiatives. At the same time, around 16% of the sample follow careers that are characterized by long periods of reduced working capacity and which find little joblessness.
- The fact that so many come to work on their own is an important finding, both in terms of prioritizing resources and in considering whether NAV will be able to recruit more people to work. At the same time, we see that there are other groups that are struggling to enter the labor market, says Gjerde.
The registration status foresees the way forward
The analysis also examines what characterizes people belonging to different groups, for example in terms of education, gender, immigration background and age. Thus, something can be said about what is typical of those who later achieve a certain result.
- We can see that the follow-up status that young people have in the month of registration, i.e. whether they are ordinary jobseekers or have limited working capacity, is the trait that matters most in terms of which path they are taking, says Gjerde.
Age and origin of the immigration are important factors
Age also plays an important role in the test results. People under 20 years of age lives come to work later and less frequently. This is probably due to the fact that the youngest have little professional experience, and therefore are not entitled to unemployment benefits, and lower education, which makes it difficult to find a job.
Another group are people who come from immigrants from countries outside the EEA.
– Not surprising, given the language and cultural challenges. At the same time, they are less likely to end up with a limited ability to work and benefits disabilities, says Gjerde.
Many participate in initiatives
Almost half of young people participated in at least one labor market measure during this period. The analysis does not assess the impact of the various measures, but gives some indications that the measures contribute to more people finding jobs.
- As young people under the age of 30 are a priority group in NAV, many of them participate in the activities. At the same time, there is no doubt that we need more knowledge of what measures and instruments are most conducive to working for this group, says Gjerde.
