On February 6, 2018, Norway signed an agreement with the EU on administrative cooperation to combat VAT fraud. The contract entered into force on September 1, 2018. The contract provides for efficient information exchange, control cooperation and assistance in vindication of VAT claims. In addition, Norway participates in the Eurofisc cooperation.

A useful tool for tax authorities in Norway and the EU

Experience shows that the agreement is a useful tool for authorities tax in Norway and in the EU, for example to identify new risks at an early stage and cooperate in dealing with cross-border VAT evasion.

Following the conclusion of the agreement, the EU continued to develop cooperation. This presents some practical challenges in the cooperation between Norwegian tax authorities and tax authorities in EU Member States. They will be terminated by updating the contract.

On this basis, Norway asked the EU to renegotiate the agreement. Renegotiations will start after the Council has considered the European Commission's proposals.
