An administrative division
is divided into 5 regions (landsdeler): northern, central, eastern, southeastern and southwestern. These regions consist of 11 districts (Norwegian: fylker), i.e. administrative units that have much greater powers than municipalities. These counties are: Oslo, Viken, Innlandet, Vestfold og Telemark, Agder, Vestland, Rogaland, Vestland, Møre og Romsdal, Trøndelag, Nordland, Troms og Finnmark.
The counties are further divided into 356 municipalities (kommuner), which are the basic administrative unit in Norway. Each municipality has its own council and mayor, who are elected by universal suffrage. Municipalities have extensive powers in social welfare, health, education, public transport and many other areas.
