NSM considers public employees who are connected to a company's internal infrastructure or digital services. Service units are cell phones, tablets or personal computers paid for by the employer.
NSM believes this should also apply to private sector employees who are wholly or partly subject to the Security Act.
– On behalf of the Ministry of Justice and Emergency Preparedness, NSM has now conducted an assessment of TikTok and Telegram. NSM believes that apps should not be installed on service devices, says director specialist Roar Thon at the Office of National Security.
The recommendation is not a ban on TikTok or Telegram, but an advice not to install them on service devices. If there is a business need for TikTok or Telegram, NSM recommends installing and using the app on a separate device designed for this type of purpose. The idea is that these devices do not have access to the company's internal systems.

They advise against TikTok and Telegram
The National Security Office assessment was sent to the Ministry of Justice and Crisis Preparedness on Monday, March 20. Minister of Justice and Emergency Preparedness Emilie Enger Mehl supports the NSM Council. This also means that political leadership and employees of ministries and their subordinate enterprises are advised not to have TikTok and Telegram on service units.
The Ministry of Justice and Crisis Preparedness writes in a press release that it will send letters to all ministries where they advise against TikTok and Telegram regarding service units. The ministry is also asking ministries to monitor the recommendations to their subordinate companies.
NSM is the Office of National Security. It is a Norwegian directorate administratively under the Ministry of Justice and Crisis Preparedness, but also under the Ministry of Defence.
