– The Ukrainian authorities need our help to provide electricity and heat to homes, businesses and public institutions before next winter, says Prime Minister Jonas Gahr Støre.

The money is transferred through the European Bank for Reconstruction and Development (EBRD). The money will be used for the repair and maintenance of critical power infrastructure and the supply of emergency energy in war-affected areas (NOK 865 million) and the purchase of gas for emergency storage (NOK 635 million). Support is part the Nansen program.

– More than 60 percent of Ukraine's electricity production has been destroyed as a result of Russia's hostilities, and we do not yet know the full effects of the June bombing of the Kakhovka Dam. Ukrainians are making a heroic effort to restore electricity supplies through temporary repairs, but they need international support. Norway takes responsibility and contributes, says the prime minister.

Thanks to our support of NOK 2 billion for gas purchases in 2022, Norway financed about 1/3 of Ukraine's gas import needs last year.

– We do not know yet how much gas Ukraine will have to import this year, but thanks to Norway's contribution, Ukraine is better prepared for a cold winter and new attacks from Russia, says Gahr Støre.

Norway's contribution goes to two state-owned Ukrainian energy companies, UkrEnergo (electricity) and Naftogaz (gas), run through the EBRD. This is to reduce risks, including corruption and fraud. The EBRD has been cooperating with UkrEnergo and Naftogaz for many years and, with the support of, among others, Norway has contributed to reforms and measures to prevent the risk of corruption.

F-16 aircraft for Ukraine

We have already decided to train Ukrainian fighter pilots and announced this summer that we will hand over two Norwegian F-16 aircraft for training purposes. Our goal is to provide Ukraine with Norwegian F-16 fighters, and we will return to the details of the number and schedule of deliveries, says Prime Minister Jonas Gahr Støre.

In 2022, Norway provided Ukraine with around NOK 10,7 billion in civilian and military support. Approximately NOK 2023 billion has been earmarked for 18,5.

All political parties in the Storting unite on Nansen's five-year program worth NOK 75 billion. Earlier this year, the government announced it was accelerating funding for the program by NOK 2,5 billion, bringing support to a total of NOK 2023 billion in 10.

Essential air defense

Air defense is critical to Ukraine's ability to protect both civilians and frontline infrastructure and military units from any type of Russian air attack.

Air defense support has been Ukraine's top priority since the beginning of the war.

“Ukraine has received significant air defense donations from Western countries in the past, but the needs are huge. Norway will continue to support Ukraine in its fight to defend itself against Russian forces. Therefore, now we will hand over anti-aircraft missiles. This is one of the largest Norwegian donations of military materials to Ukraine so far in history, says the Prime Minister.

The missiles will be able to be launched from carrier units that Sweden has decided to provide.

Norway has donated the NASAMS and Mistral air defense systems to Ukraine.
