Adam Bodnar – academic teacher, social activist, publicist, former Ombudsman (2015-2021), non-partisan candidate of the Senate Pact for the Senate of the Republic of Poland in the parliamentary elections on October 15, 2023, from the list of the 'Coalition Electoral Committee Koalicja Obywatelska PO.N IPL Zieloni', in the constituency 44 (Warsaw: Białołęka, Bielany, Śródmieście, Żoliborz; Abroad and Polish ships). 

Why am I running?

I have decided to run for the Senate of the Republic of Poland because I want to serve citizens and continue my mission of upholding human rights. As the Ombudsman, I have been defending human dignity and the standards of the rule of law for almost 6 years. Unfortunately, some actions taken by the current Law and Justice government undermine trust in the state. Incoming The parliamentary elections are a turning point in the history of Poland. Their outcome determines whether democracy, human rights and the rule of law will constitute the essence of Polish statehood, and whether the Constitution will be fully respected. The Civic Coalition is the largest opposition force that can change this. The Senate Pact, under which I am a candidate, is an agreement between the most important forces of the democratic opposition (candidates of individual opposition parties do not pit competitors against each other).

The electoral district in which I am running includes four districts of Warsaw, as well as Polish citizens living and voting outside Poland. At work in the Senate, my priority will be advocating for the rights of Poles who live in another country on a daily basisbut they don't want to lose contact with the Motherland. All citizens of the Republic of Poland - even those living in remote corners of the world - should be proud of Poland as a modern, democratic, law-abiding state and a significant partner in the European Union.

Why am I coming to Norway?

Over 100 people live in Norway. Poles. Polish citizens living abroad have the right to vote in parliamentary elections for candidates to the Sejm from Warsaw (district no. 19) and candidates to the Senate (district no. 44 covering four districts of Warsaw). In Norway, in the last parliamentary elections in 2019, 12.692 Polish citizens took part in nine election commissions (in Oslo, Drammen, Bergen, Stavanger, Fredrikstad, Tromso and Trondheim). I hope there will be more of us this year.

During my visit to Oslo, Bergen and Stavanger, I want to establish contacts with Poles living in Norway, employees and entrepreneurs, Polish community organizations and various Polish communities. I want to talk to you about your successes, problems and expectations. If I am successful in the election, it will allow me to better represent migrant Poles in the Senate and make it easier to maintain contact with representatives of the Polish community. I will show you how I want to take care of the rights of Polish citizens living in Norway and in other countries. In my opinion, issues related to the protection of the rule of law, equal rights of Polish citizens (compared to Norwegian citizens), cooperation within the European Economic Area, as well as the consequences of migration for family and private life are particularly important. I want to know from you what you consider the most important. I also want to encourage participation in elections, and if necessary, explain the intricacies of the Polish electoral system. This time, the parliamentary elections will be combined with a referendum, which may increase the difficulties in counting votes.

My relationship with Norway

Together with the Office of the Ombudsman headed by me, in 2018 I became the winner of the Rafto Award (www.rafto.no/rafto-prisen/ombudsman-adam-bodnar). The award ceremony was held in Bergen. Since then, I have maintained ties with the community of Norwegian human rights defenders. The Rafto Foundation was involved in various activities related to the defense of the rule of law in Poland. For example, in June, three months ago, we organized a joint conference on the mechanisms of accountability of government representatives for abuses of power and human rights violations.

In the past, I cooperated with the Norwegian Helsinki Committee and the Human Rights House Foundation in Oslo. In 2022, I co-organized (representing the Faculty of Law of SWPS University in Warsaw) the international Summer School on the Rule of Law, which took place in Sopot. The partner of the initiative was the University of Oslo (Prof. Hans Petter Graver), and the School was financed by Norwegian Funds. In November 2021, at the invitation of the ARENA Center from the University of Oslo, I gave a lecture entitled: 'Towards "Polexit"? The crisis of the rule of law in Poland and the existential crisis of the European Union' (Towards “Polexit”? The rule of law crisis in Poland and the existential crisis of the European Union').

Habilitated doctor of law, professor at the SWPS University and Dean of the Faculty of Law at SWPS (since August 2021), visiting professor at the University of Cologne (Academy for European Human Rights Protection); Ombudsman of the 09.2015th term (September 07.2021 – July XNUMX); member of advisory boards of national and international organizations, including the World Organization Against Torture (OMCT), International IDEA, World Justice Project and Liberties; member of the OSCE Panel of Experts on Freedom of Assembly and Association and the Scientific Council of the EU Agency for Fundamental Rights; winner of national and international awards for his contribution to the protection of the rule of law and human rights.
