– The government has strengthened the right to full-time employment. At the same time, I know that something more is needed to build a full-time culture. That's why we need more knowledge about what is needed to give more people the opportunity to work full time. The money currently being advertised will help bring out good ideas and new experiences, says Minister of Employment and Social Inclusion Marte Mjøs Persen.A

With changes to the Working Environment Act, the main principle in professional life will be full-time employment. The need for part-time employment must be documented by the employer and discussed with the trade union.

The basis of collective knowledge

Examples of projects may include changes to rotation and responsibilities arrangements, recruitment activities for full-time positions, or other internal changes. Which solution you want to try depends on the individual company.

– Many people have demanded full-time employment and I hope that both employees and employers will take advantage of the opportunity offered by full-time employment... We want knowledge through specific ideas that companies themselves have come up with. This allows us to change the practice by working a lot part-time, says Mjøs Persen.

In 2023, a total of NOK 15 million was allocated for this purpose. In addition to the NOK 12,6 million, NOK 1,5 million has been allocated for further research to gather knowledge and disseminate information on which measures work best.

Every fourth person works part-time and most are women

In 2022, 25,5% worked part-time. total employees. Nearly 17 percent of all working men and 35 percent total number of employed women.

Health and care, trade and service industries stand out as industries with high numbers of part-time workers. The experiment will give priority to projects in industries where there is a lot of part-time work.

– Everyone who wants to work in a full and permanent position must have this opportunity. Many companies already do this well. With a full-time pool, we open ourselves to promoting good grades, says Mjøs Persen.

The program is managed by NAV, but the allocation of funds must be done in cooperation with professional stakeholders.
