Support program for the purchase of heat pumps

As the municipality of Stavanger informs on its website, owners of private houses in this municipality can now apply for support for the purchase of a heat pump.
The funds were allocated to support as many as 3150 heat pumps. If there are more applications than the funds allocated for this purpose, a drawing will decide who will receive support.

Owners of private premises in the Stavanger commune can apply for support. The owner of the property may live in another municipality, but the house in which the heat pump is to be installed must be located in the municipality of Stavanger.

Here's what you need to know:

  • The support covers the purchase and installation of an air-to-air heat pump. They can be installed in all types of houses, without the need for special adaptation of the heating system. 
  • A heat pump must have an external part and an internal part. 
  • The program applies to heat pumps installed for heating private premises in the municipality of Stavanger. It may be, for example, a single-family house, a semi-detached house, a terraced house or an apartment. 
  • Support is provided only for one heat pump per residential premises. The housing unit must be approved as an apartment by the Municipality of Stavanger.  
  • If you are applying for support for several residential premises, you must submit one application for each premises. Please indicate which residential premises your application relates to.
  • If you live in a housing association or condominium, you should ask the management whether it is permissible to install a heat pump and what rules apply. 
  • If you obtain an approved application for heat pumps in several residential premises, after purchasing and installing the heat pump, you must submit one request for payment for each of them.  
  • You must enter into a contract to purchase the heat pump from an approved dealer after  1 July 2023 . Purchases from private individuals as well as purchases of used heat pumps are not supported.  
  • The heat pump must be installed by an authorized installer who has his own registered company or is employed by one. We recommend concluding a service contract because heat pumps require maintenance. Self-assembly is not allowed. 
  • You may need to increase your home's energy efficiency. These costs are not covered by this support program. 
  • The location of the heat pump must comply with the guidelines gminy and noise guidelines 

What's not supported? 

  • The diagram applies only to air-to-air heat pumps. 
  • The commune does not provide support for other types of heat pumps, such as air-water heat pumps, liquid-water heat pumps, extraction heat pumps and others. 
  • Support is not provided in the case of several heat pumps in the same premises. 
  • You cannot receive support for a flat for which you received support in previous rounds, which were announced in 2022.  
  • The scheme does not apply to cottages or other holiday homes, garages or commercial buildings, or to houses and other buildings in municipalities other than the municipality of Stavanger. 
  • The tenants of the premises do not receive support.

How much does the commune subsidize?  

  • Support may amount to up to 40 percent of the cost of purchasing and installing a heat pump, but not more than NOK 6 per heat pump. This means that the support will be NOK 000 if the purchase and installation together cost NOK 6000 or more.  
  • If the conditions of the program are not met, the commune may withdraw support. 

How to apply for support:  

  1. Fill application form . You log in using your bank ID. If you are unable to submit your application electronically, you can also contact Inbyggerservice for assistance in submitting your application or complete a paper copy.  
  2. Your application will be registered. After the application deadline, you will receive a reply letting you know whether you have been awarded support or not.  
  3. The deadline for submitting applications is expired October 2, 2023 at 12:00  

How is support paid? 

After the deadline for submitting applications (October 2, 2023), we will also publish information on how support will be paid to people who have received the commitment. The deadline for submitting documentation will expire 1 April 2024 year.
