Extending collective protection: New government proposals

Legislative update

In the latest press release of April 19, 2024, the Ministry of Justice and Emergency Preparedness submitted an important proposal to the Norwegian Parliament (Storting) for changes to the Immigration Act. The key element of the proposal is the plan to extend the period of temporary collective protection for Ukrainian citizens from the current three to five years.

Flexibility in uncertain times

Minister Emilie Enger Mehl emphasizes that the situation in Ukraine is still uncertain, and the extension of permits will enable Norway to better adapt to the dynamically changing conditions. “The government and the Storting will gain more time to assess and support Ukrainians who have found refuge in our country,” says Minister Mehl.

Process of extending protection

Pursuant to applicable regulations, permits under the temporary collective protection system are issued for one year, with the possibility of extension to three years. The first Ukrainians who took advantage of this program in March 2022 are approaching the end of the maximum protection period. The new regulations would allow for a further extension of this period to five years, with the possibility of ending the program earlier if the situation in Ukraine stabilizes.

Norway is not alone in considering changes to its immigration policy. The Ministry of Justice and Emergency Preparedness also analyzes processes and decisions taken in other European countries to ensure a coherent and fair policy towards all migrants.
