Norway: Abuse of Social Benefits 2019

. 881 - this is exactly the number of people who committed abuses in connection with the use of social benefits in Norway in 2019. The Norwegian Labor and Welfare Authority reports that this number is much smaller than in previous years. The total amount of abuse of social benefits for 2019 is nearly CZK 139 million. By far the largest percentage of abuses of social benefits are those related to unemployment benefits. The low income benefit process and the undercutting of income continues to be one of the biggest problems in Norway. In 2019, the number of people who have committed such an offense is 791. The amount for which social benefits have been abused in this respect is CZK 103 million.

Collection of undue social benefits

Another very big problem in Norway is collecting undue unemployment benefits. Norwegian citizens hid the fact of taking up work and, as a result, underestimated their income for 2019. There were as many as 657 such people. The total amount of social benefits that should not have been paid is CZK 86 million in this case.

Obligation to report the amount of income to Nav

. The basis for paying social benefits in Norway is to complete a form specifying the amount of income. On this basis, social benefits are paid. Underestimating this amount, as well as concealing the fact of taking up work, is a financial crime. Unfortunately, in Norway the problem of abuse of social benefits is still very large. Even though its scale is gradually decreasing compared to previous years, it is still not a complete success. It is therefore possible that the government will introduce much higher penalties for people who deliberately underestimate their income in order to receive undue social benefits.
