The humanitarian crisis in Syria is deepening every day. Last Saturday, the UN Security Council passed a resolution demanding a 30-day ceasefire in East Gout. On Monday, February 26.02.2018, XNUMX, Vladimir Putin ordered a ceasefire and the creation of humanitarian corridors.
Putin's decision and previous events
Let us recall that on February 19.02.2018, XNUMX, the Kremlin spokesman, Dmitry Peskov, stated that the militants were using civilians as human shields. In addition, it is unofficially said that the Russian defense ministry has information that chemical weapons were to be used in Syria.
It was not only the UN Security Council that called for a ceasefire. At the same time that Peskov pointed to the activities of the militants, ministers of foreign affairs countries associated with the EU called for an immediate cessation of military operations in Syria. Federica Mogherini, acting head of diplomacy, made such an appeal immediately after the meeting.
As a result of the meeting at the summit of EU foreign ministers on 19.02.2018/XNUMX/XNUMX, other decisions were made. The most important of these include the appointment of subsequent Syrian politicians who have been subjected to sanctions.
A decision with a little but ...
At the same time, it is worth mentioning that Sergey Lavrov, Russia's Minister of Foreign Affairs, made the ceasefire conditioned by several factors. First of all, this decision will only take effect if all parties agree on a common position on how to implement it. Moreover, neither the Syrian forces, supported by the Kremlin, nor the Al-Nusra fighters will be subject to the ceasefire.
Temporary ceasefire. Eastern Guta and the humanitarian crisis
East Guta is a special area in Syria. This enclave of rebel anti-government forces has been besieged by government troops since 2013. Since then, fierce fighting has been going on. As a result, as early as 2017, a de-escalation zone was designated there, initiated jointly by Russia, Iran and Turkey.
However, this did not prevent an ongoing humanitarian crisis. In 2018 alone, between February 18.02 and February 22.02, 230 civilians were killed and more than 1200 injured as a result of air strikes by Syrian government forces. Many children and women are among the victims.
According to Simon Tisdall, the scale of damage and casualties among the civilian population is similar to the events in Srebrenica in 1995. He emphasized that the greatest powers did not seem to notice the problem by looking away. They acted in a similar way in the case of the conflict in the Balkans, which resulted in the deaths of many people.
