If NAV changes the decision to positive, then NAV also pays benefits backwards for all the waiting time.

People who need legal aid in appealing against NAV are entitled to free help if your income is below DKK 20.000 gross per month for singles and DKK 30.000 per family for married people. The family account balance must not exceed NOK 100.000 gross, otherwise the state believes that you can afford the fees.
People who are not eligible for legal aid they receive a free refund of their legal fees in these cases if the NAV-Klageinstans (NAV - higher instance) changes the decisions of the first instance positively.
