People traveling with a health insurance card have the right to be treated under the same conditions as nationals of that country. It turns out that Spanish doctors take advantage of a legal loophole, which means that tourists are obliged to pay for their treatment. 

The health insurance card does not change anything anyway

The European Health Insurance Card gives us the right to cover the necessary costs of health care in another country on the same conditions as its national. For this reason, it is recommended to have such a card. Traveling to Spain, having European health insurance card they have to pay for their hospital treatment. Why? Spanish doctors take advantage of a legal loophole that allows them to impose these fees on tourists.
