Voting abroad in elections

to the Seym Of the Republic of Poland and to the Senate of the Republic of Poland in 2019.

Elections to the Sejm of the Republic of Poland and to the Senate of the Republic of Poland in the districts established abroad will be conducted on the basis of the provisions of the Act of 5 January 2011, Electoral Code (Journal of Laws of 2019, items 684 and 1504). Pursuant to the decision of the President of the Republic of Poland of 9 August 2019 on ordering elections to the Sejm of the Republic of Poland and the Senate of the Republic of Poland, and Art. 39 § 2 of the Election Code the vote will take place on Sunday, October 13, 2019, from 7.00-21.00

Polish citizens permanently residing abroad will be able to vote in polling stations established abroad only in person

According to Regulation of the Minister of Foreign Affairs of 16.09.2019/2019/XNUMX on the creation of voting precincts in elections to the Sejm and the Senate in XNUMX for Polish citizens residing abroad (Journal of Laws, item 1767) in the consular district of the Embassy of the Republic of Poland in Oslo, 9 voting wards were created:

    Persons entitled to vote abroad

    The right to vote in a circuit established abroad in elections to The Seym of the Republic of Poland and the Senate of the Republic of Poland has a person who:

    1. ends on the day of voting at the latest  ,
    2. has not been deprived of public rights by a final court decision,
    3. has not been incapacitated by a final court decision,
    4. has not been deprived of her electoral rights by a final judgment of the Tribunal of State,
    5. It has valid Polish passport, and in countries where an identity card is a sufficient document to cross the border, a valid identity card;
    6. will be entered into electoral roll.

    List of voters

    The consul does not keep a permanent register of voters, therefore persons intending to participate in elections are obliged to register for the list of voters prepared by the territorially competent consul. A voter may only be entered on one roll of voters.

     

    Applications for the roll of voters should be made primarily through the ELECTRONIC SYSTEM FOR REGISTRATION OF ELECTRONIC VOTERS: https://ewybory.msz.gov.pl

    The consul also makes an entry in the voter register on the basis of personal the application submitted to the Consulate orally, in writing, by telegraph, fax, in electronic form or by phone.

    The application should contain (link to download the application form):

    1. Last Name
    2. Name names)
    3. Father's name
    4. Date of birth
    5. PESEL registration number
    6. Place of residence of the voter abroad
    7. Number, place and date of issue of a valid Polish passport. In countries where an ID card is a sufficient document to cross the border, the number of a valid Polish passport may be replaced with the number of a valid ID card.
    8. Place of entering the voter into the register of voters (commune in Poland) - in the case of Polish citizens temporarily staying abroad.

Certificates issued by the consul

A voter who has entered the list of voters drawn up by a consul who changes his place of residence before election day, may receive a certificate of the right to vote.

An application for a certificate should be submitted to the Consular Section of the Embassy of the Republic of Poland in Oslo in writing, by fax or in electronic form:

The consul issues certificates until the day of handing over the list of voters to the chairman of the precinct election commission (in the case of most consular offices it will be October 11, 2019).

The certificate is collected upon receipt in person or by a person authorized in writing. In particularly justified cases, the consul may send the voter a certificate with a return receipt.
