The infection situation is complicated and cases of more infectious variants of the covid-19 virus are still being detected. Therefore, measures to limit the spread of the infection in Nordre Follo and Halden are largely continued. The municipalities of Nordre Follo and Ås will be moved from Ring 1 to Ring 2 and will receive some relief on the level of restrictions. The municipalities of Enebakk, Frogn, Nesodden and Vestby are excluded from the ring scheme through reinforced national measures.

- The contamination situation is complicated and is developing rapidly. More infectious variants of the virus are constantly being detected and there is an unknown route of transmission associated with a few infected cases. Therefore, measures are largely continued, says Minister of Health and Welfare Bent Høie.

The Oslo region is characterized by high internal mobility, through work, children and young people in school and during recreational activities, and frequent use of public transport. This increases the risk of the infection spreading.

Changes in measures and restrictions for Nordre Follo and Ås

The Nordre Follo and Ås now have good control of the infection situation and are spread from ring 1 to ring 2.

- It means that Northern Follo and Ås from February 11 may, among others to open fitness centers for people living in municipalities. Partying is no longer prohibited, says Høie.

All interested municipalities participated on February 8 in a meeting with the State Administrator in Oslo and Viken, the National Institute Public Health and Norwegian Health Directorate and provided information on the desired level of action in their municipalities.

These rules are valid from February 11 to February 17, 2021:

Ring 1 (with Level C: Pretty High Level of Operation)

Municipalities: Oslo, Halden, Sarpsborg.

In Oslo, there has been a high infection pressure in recent times and will remain at the action level of C. Halden and Sarpsborg will also remain at this action level as it is not long since the outbreak in Halden and the infection situation has not been fully clarified.

Action level C: Fairly high level of action

Ring 2 (with D Level: Slightly Increased Effect Level)

The municipalities: Nordre Follo, Ås, Asker, Bærum, Indre Østfold, Hvaler, Fredrikstad, Moss, Rakkestad, Råde, Skiptvet, Våler, Lillestrøm, Lunner, Lørenskog, Rælingen, Nittedal.

The infection situation is believed to be under control in Nordre Follo and Ås. These municipalities are therefore transferred from ring 1 to ring 2.

Level D: Fairly high level of performance

The following municipalities will no longer be included in the scheme under the reinforced national measures: Enebakk, Nesodden, Frogn, Vestby.

In several surrounding municipalities, infection pressure has been low over time and has been judged to have good detection ability and high compliance with infection control measures. As a result, these municipalities are removed from the regulations and can instead take local reinforced decisions if necessary.

The government can decide which measures are to be implemented in the municipality and surrounding municipalities when rapid and coordinated implementation of measures to counter the spread of infection is essential.

The action level chosen for Ring 1 and Ring 2 depends on the severity of the epidemic. There are four levels of operation. These are A (particularly high level of action), B (high level of action), C (fairly high level of action) and D (fairly high level of action).
