From April 1, all travelers to Norway must have a coronavirus test not older than 24 hours prior to arrival in Norway. You should also perform the quick border test again and wait for your answer to be ready.
Norwegian nationals will not be refused entry if they fail to comply with this requirement, but fines may be imposed. The requirement for a negative test certificate does not apply if it was impossible to obtain such a certificate (that is, if you were not able to do the test), the government states.

Upon arrival at the border, everyone has to get tested, usually with a rapid antigen test. Those who leave the test station before the answer is ready may be fined.

- It is important that those who tested positive go to isolation as soon as possible. Municipalities should arrange for safe home transport. This applies to people who will not be quarantined in hotels, and those who do not use their own vehicle. Says Health and Health Minister Bent Høie (H) in a press release.
The government emphasizes that even in the event of a negative test result at the border, an entry quarantine should be introduced. Anyone who has made unnecessary travel must end their quarantine in a quarantine hotel.

Recommendations

Until now, the test has been compulsory for foreign tourists coming to Norway. This obligation has now also been introduced for Norwegian citizens. It happened that people with a positive test result did not respond to the call. In some cases, people gave a fake phone number. We are implementing this rule to prevent someone who tested positive from traveling further. Experience has shown that it takes just over half an hour to get a test answer. Entry restrictions have been extended until April 21 and the government is currently assessing the matter.
