This program has not yet been adopted by parliament. Nav expects to be able to pay out the holiday allowance on unemployment benefits and people under permiteration due to the coronavirus before the summer.

The opposition in parliament is far from satisfied and there will be a new debate

At the end of March, the government presented the list suggestions for a holiday pay system for people on unemployment benefits and people on permitting, with several restrictions. The opposition in parliament is far from satisfied with the government's proposals and a new debate will be held. Nav, however, is preparing to pay out holiday pay.

There are likely to be many people entitled to the holiday allowance for unemployment benefits received in 2020. According to Nav data, at the beginning of April 2020, there were 433 people registered as wholly or partially unemployed or as jobseekers under the Nav funds.

These are the main criteria the government proposes for the rules for the payment of unemployment benefit holiday allowance. However, the final decision rests with the parliament and some elements of the program may change:

The pay for leave on unemployment benefit is 10,2% of the unemployment benefit paid during the reference period.

The payout settlement period in 2021 is from April to December 2020. Only unemployment benefits received in the period from April to December are eligible for holiday allowance. This means that anyone who was in receipt of unemployment benefits from January to March will not receive a cent of annual leave based on these benefits.

Only people who are unemployed or who have been on permiteration for more than eight weeks receive holiday pay.

As a holiday allowance it will be paid up to a limit of NOK 25.

Some will lose around 8 kronor due to the reduction

If the limit had not been set, some people could get a holiday allowance of up to NOK 33. This means that those who have been unemployed the longest will lose around 000 kronor due to this reduction. Today's government proposal will be considered by the parliamentary committee before it is voted through. The government will then inform Nav how it will be implemented.
