The prime minister spoke at a press conference about plans to continue helping people protected from the virus, whether through a vaccine or from coronavirus infection over the past six months.

- We are now introducing a definition of those who can be called "protected". These are people who are fully vaccinated, who have received one dose, three to 15 weeks have passed since the injection, and have been in Norway for the last 10 days. This also applies to those who have had covid-19 in the last six months, says Solberg.

He explains that the first thing that will change is that protected people will be able to travel within the country. Grandparents will be able to visit their grandchildren in the country without treating them as an unnecessary trip. They do not count towards the maximum number of people that can be visited.

Events increasingly accessible

During the government press conference, Abid Raja, the Minister of Culture presents a step-by-step plan to reopen the outdoor events

- The government will introduce a vaccination-certified program at the entrance to be able to open up more quickly to larger events. But we need to examine more closely how to implement it so that it is also legal - says the Minister of Culture.

It is also planned to use quick tests for people on the way to events. Raja goes on to say that plans for the summer will be based on a reopening plan. This means that gradually everything will open up so that more people are present at the parties:

- There is a lot of uncertainty about this plan because we have a pandemic with which there are doubts. The further we look into the future, the greater the uncertainty. We will use the experiences from the first step as we move on to the next. There may be an adjustment in the number of people who can gather at each stage and how large the groups may be. Says the Minister of Culture, who also says he is aware that many organizers are entering summer with a great deal of uncertainty.

Advice for protected people (vaccinated and convalescent)

  • In private homes and in a car, protected persons may have close social contact (less than 1 meter) with other protected persons, even if they belong to the risk group.
  • Protected persons may have close social contact with unprotected persons who do not belong to the risk group.
  • Protected persons should continue to maintain an appropriate distance (at least 1 meter) from unprotected persons at risk with whom they do not live.
  • Protected persons may be treated as members of your household and do not have to be counted as guests. Unprotected visitors must continue to maintain distance from other unprotected guests
  • Protected persons are no longer advised against unnecessary travel in Norway. However, general advice when traveling is to keep your distance and wear a mask.
  • There are unchanging advice and rules among people (in public space, including public transport). This applies, for example, to advice and regulations on distance, number, hygiene and the use of face masks
  • If you live in a municipality that has rules on how many people can visit private homes, you must stick to them. These rules do not yet distinguish between protected and unprotected.
