Public consultation on changes to the law on coronavirus certificates

The government wants to use the coronavirus certificate to be able to open up society more and keep it more open until the end of the pandemic. More extensive use of the Coronavirus Resistance Certificate will likely require a better legal basis. The government is therefore starting today a public consultation on the proposed law on the use of the coronavirus certificate.

The coronavirus certificate is intended to securely document your name, date of birth, whether you received the vaccine, whether you recently tested negative, and whether you acquired immunity after being infected with the coronavirus.

- We could use such a certificate to open more and earlier
society. So we are working on developing a secure coronavirus certificate that we can rely on. The more benefits we want to associate with such a coronavirus certificate, the more important it will be to talk about the legal basis. We hope for good cooperation with the Storting so that we can quickly process the matter, said Prime Minister Erna Solberg. The government does not currently have a complete list of all areas to which such a coronavirus certification could be applied.

– We agree with the recommendations we received from the authorities health servicethat the coronavirus certificate can be used to organize larger public events, cruises and tours. However, the government has ambitions for wider use. For example, we also want to consider whether the certificate can be used locally where restrictions are more restrictive than national ones. Many issues need to be clarified before we draw final conclusions, said the Prime Minister. The initial version is ready The first version of the Norwegian coronavirus certificate is now ready. It shows your test result and whether you have been vaccinated against coronavirus. - This draft is not verifiable. So it is susceptible to the fact that people can cheat with false credentials. So we cannot extend the application of this version, explained Minister of Health Bent Høie.

A system you can trust

Health authorities are continuing to work on a verifiable version of the coronavirus certificate. According to the plan, this version is to be ready at the beginning of June and will be usable in the country. The final version, scheduled to appear at the end of June, is to be fulfilled
all EU requirements.

– This certificate can also be used when traveling to other countries where you will be required to be vaccinated, have a negative test result or have had a coronavirus infection in order to cross the border or avoid entry restrictions such as quarantine, Høie said. Concerning part travel is considered in the context of work European Union on a pan-European framework for the Digital Green Certificate.

"When we reopen the borders, we must have a system we can rely on where people cannot cheat and present false vaccination records," emphasized Høie.

Outdoor events

The health authority and the institute of public health have drawn up a sketch of the number of participants at public outdoor events this summer. This outline fits the government's plan for re-opening society and increases the number of people who can flock with each step. The government believes that both the coronavirus certificate and entry tests can be used for major outdoor events this summer.

- It should be emphasized that this is a preliminary plan. First of all, problems may arise in the work on the preparation of the certificate. Secondly, there are many issues that need to be answered before we can start using the certificate. Third, we must use the experiences of the first two
stages before moving on to the next. There are still many unknowns, said Prime Minister Erna Solberg.

Below is a proposal for the number of participants in the open-air events in stages 2, 3 and 4 as part of the public opening plan. There may be updates on sizes and cohorts based on developments in the epidemiological situation and experiences from stages two and three. The pace at which society opens up will still depend on data, not dates.
