The government allocates a pool of money of NOK 500 million for the "summer school". Municipalities can use it to create new "summer school" offers or expand existing offers. A total of 228 municipalities applied for and received subsidies. The target group is primary school students living in the commune. This applies to both students of municipal primary schools and students of private and independent schools. The municipalities receive funding on a voluntary basis, and the government assumes that the grant-funded summer school offers are free for students.
