Norway-Stage 2 reopening will take place on May 27

Several restrictions will be changed next week. On Thursday, May 27 the second phase of the re-opening plan will be implemented.

For example, from May 27, more people may gather than today, and kindergartens and schools may move to the level of ecological initiatives, where the infection is low. It is also open to serve until midnight without food.

As of today, it is no longer recommended to travel around the country. However, the Global Travel Council extends to July 1.

National Institute of Public Health and the Norwegian Directorate of Health recommended the implementation of the second phase of the re-opening plan ahead of the press conference .

The government previously said Phase 2 could be introduced in the second half of May, but reiterated that it was more interested in "data than dates" in terms of the pace of reopening.

Social contact
  • Do not visit more than ten guests. (New)
  • If all guests are from the same household, there may be several guests, but you need to keep your distance.
  • We encourage you to meet outdoors.
  • Children in kindergartens and primary schools can host visits from their own group.

Travels

  • Going abroad is not recommended. Strictly necessary journeys can be made.
  • You can travel around the country. Unprotected people should exercise extreme caution and plan their journey to avoid the spread of infection from one place to another as much as possible. This is especially true for those traveling from areas of high infection pressure. (New)
  • Those traveling to municipalities with less stringent measures should follow the recommendations of the municipality in which they live. This does not apply to people under protection (Lovdata) . (New)

Schools and kindergartens

Kindergartens and schools follow a color signaling model with a green, yellow or red level of action according to local assessments by individual municipalities. It has not been decided at national level that all kindergartens and schools must be yellow. (New)

Higher education

  • More physical education and more frequent use of regular tests. (New)
  • Make a note of who you are in contact with and where you are located to make it easier to spot infections. (New)

  • A home office for anyone with the option and / or flexible working hours.

Retail branch

  • Open with infection control measures. Own industry standard and regulatory requirements.
  • Trade fairs and interim markets are regulated in the same way as the commercial industry and are no longer considered an event. There is also a requirement to register contact details for those visitors who give their consent. (New)

Sports and recreational activities

  • Adults over 20 years of age may participate in organized activities such as exercises, rehearsals, etc. In closed rooms in groups of up to 20 people, as long as they can be at least one meter away (new).
  • Adults over 20 years of age may conduct organized outdoor activities in groups of up to 30 people, as long as they keep a distance of at least one meter. (New)
  • Several groups may come together in the same training / exercise arena, if separated and so that they can individually and collectively follow infection control advice.
  • Children and adolescents under the age of 20 may train and participate in sports, cultural and recreational activities and are exempt from the 1 meter distance recommendation when necessary for activity.
  • If children and adolescents train / exercise with a team, association or similar in another municipality, they will be able to compete with that team / association if the infection situation allows it.
  • Teams from small municipalities that have no other opponents in the municipality may go to the neighboring municipality to compete if the municipalities have the same level of infection. (New)
  • Activity is recommended outdoors rather than indoors.

The most popular sports (new)

  • The best athletes can train normally, both outdoors and indoors.
  • Agreement to training matches for all teams in top sports, including the Post-Nord league. Series matches will open three weeks after the introduction of Stage 2, based on experience from training matches and an infection situation. (New)

Caution is encouraged and planning to attend the event to avoid the spread of infection between sites as much as possible. Including not looking for events in a different parish if you live in a parish with an increased level of infection.

Rules:

Events:

  • Up to 20 people for private indoor meetings outside in your own home, such as a birthday party in a rented apartment. Outside, the limit is 30 people. Children of the same group in kindergarten or primary school can meet the necessary number of adults. (New)
  • Maximum 50 people at indoor public events without a permanent allocation of seats, but still up to 100 people at events that bring together participants under the age of 20 who come from the same municipality or take part in training, trials, tests, etc. In the same city. (New)
  • Maximum 200 people at closed events where everyone in the audience is seated in fixed, assigned seats (new)
  • Maximum 200 people at outdoor events, but 600 people (divided into 3 groups of 200 people) if seated in fixed, designated places, and there is a distance of two meters between these groups.
  • The promoter will implement measures to meet the distance requirements between participants who are not in the same household at events where the public is seated in fixed, designated areas. If necessary, safeguards should be put in place to ensure this.
  • Same possibility of serving alcohol at parties as in restaurants.

Nightlife, restaurants and parties with a license to serve alcohol

  • Admission and pouring end at midnight. No requirements for catering services. (New)
  • Infection Control Requirements: Registration, reduced visitor numbers and distance requirements, inside and out.

Now Prime Minister Erna Solberg (H) reveals when step 2 will be implemented. On May 27, introduces the second phase, which is Thursday next week.

- Having made an overall assessment, the government therefore considers that it is justified to move to the next stage of the re-opening of Norway. Now we can step up our work to speed up Norway again, says Solberg.

"I remind you that we look at infection, health care opportunities and the number of people vaccinated at every step," he says.

They can decide for themselves

Even if the country opens up more nationally, Solberg says, there may be a need for stricter regulations locally in the event of outbreaks.

Step 2 means that municipalities can decide for themselves what level of measures to apply in schools and kindergartens based on the local infection situation.

This means municipalities with a slight infection can now consider whether they want to move to green in the signaling model by the fixed colors.

The government says to open up more to physical education in universities and colleges. Nowadays, more and more use is made of regular testing and registration of those present to facilitate the detection of infections.

More mass testing

The government also allows more frequent use of mass testing in areas where reopening increases the risk of more infections, especially where stringent measures have been in place for a long time.

Risk factors

Prime Minister Solberg says what can delay the progress of reopening are mutations against which vaccines do not work.

- We are moving towards what I rate as herd immunity. This could be delayed if vaccines do not work as well as they should and that measures must be maintained longer, continues Solberg:

- It is also important that we limit the infection in the event of an epidemic, otherwise we will have to wait even longer for the next step - he says.
