The Ministry has changed the requirements for the documents necessary to prove that you are a resident of Norway and thus have the right to enter.
To prevent the import of infections and the spread of the virus, the government has introduced strict entry restrictions, which means that very few foreigners are allowed to enter Norway. However, foreigners who are residents in Norway with a residence permit or right of residence in accordance with under the Immigration Act, are exempt from entry restrictions.
The government has decided that the requirements for the documents necessary to prove that you are resident in Norway are relaxede. Registration as a resident in the Norwegian Population Register is no longer required to be eligible for entry under the entry restrictions regulations. Persons who live in Norway but have not registered as a resident will have the opportunity to document this by other means. It is emphasized that the strict documentation requirements will continue to apply. The new guidelines are derived from the circular of the Ministry of G-15/2021.

Here are the highlights from the new rules that now apply:
Foreigners who permanently reside in Norway, which means that their home is here, are exempt from entry restrictions.
- A prerequisite is that you have a residence permit or a residence permit under the Immigration Act.
- If you cannot document your registration as a resident in the Norwegian Population Register, you must document that you are the owner or tenant place of residence in Norway. Details on the types of documentation accepted are provided in circular G-15/2021.
- Leisure properties are not considered permanent residences.
- If you are renting a place of residence, you must submit a rental agreement which states that you were domiciled when you left Norway and that you have one now when you want to enter again.
- According to a clear overriding rule, a rental contract in force at the time of departure is required. If you do not have one, you must provide additional documents showing that you are living in Norway. It may be an employment contract or confirmation of a place at university or at school.
- If you are not registered as a resident in the Norwegian Population Register, you must also show that you are returning to Norway after going abroad or staying temporarily abroad. For example, you can present a flight ticket from your departure.
