The Ministry of Health and Social Welfare extends requisitioning rights to nurses and midwives so that they too can prescribe contraception for adolescents under 16 years of age
We will make sure that contraception is more accessible to young people
- It is important that we have a health service that responds to the needs of young people. We will therefore make sure that contraception is more accessible to young people. It will also be able to prevent unwanted pregnancies, says Health and Health Minister Bent Høie.

It has long been the case that only doctors can prescribe contraception for young people under 16 years of age. The extension of the requisition law applies to all types of contraception. Persons under 16 years of agewho receive hormonal contraception from a health visitor or midwife should be offered an annual interview. In the fall, the Norwegian Directorate for Health will develop updated guidelines for medical staff.
Change is a measure in the action plan to reduce the number of abortions
The revision is a measure in the Action Plan to further reduce the number of abortions for 2020-2024. Regulation No 455 is amended as follows: Sections 2-5 the second paragraph is replaced by the following:
Nurses and midwives licensed or licensed under the Health Personnel Act have the right to requisition all types of ATC G02B and G03A contraceptives, as well as the practical medications required for contraceptive use.
Changes in regulations regarding requisition and dispensing medicines from pharmacies will enter into force on January 1, 2022.
